Book excerpt: C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

Book excerpt: First published in 2013. Desert Energy examines the key technologies being deployed in an effort to tap the potential presented by the world’s deserts for siting large scale solar power applications, and surveys the feasibility of such projects given the remoteness and hostility of these environments. Focusing on large scale photovoltaics and concentrating solar thermal power, the book explains how the systems work, projects that are being planned, the required scales, and the technical difficulties they need to overcome to function effectively. It then moves on to examine the economics of such projects and the social and environmental effects they may have. The book also considers the future for these systems as well as other, less developed technologies which may have a role to play. With reference throughout to built or planned projects, and written in a clear, jargon-free style, this is a must-read for anyone interested in the development of large scale solar applications.

Available in PDF, EPUB and Kindle. Book excerpt: Desertification offers a comprehensive overview of the subject and clearly emphasizes the link between local and global desertification processes and how past and current policy has affected arid environments and their populations. This text adequately applies the research undertaken during the last 15 years on the topic. Desertification has become increasingly politicized and there is a need to present and explain the facts from a global perspective. This book tackles the issues surrounding desertification in a number of ways from differing scales (local to global), processes (physical to human), the relationship of desertification to current global development and management responses at different scales. Desertification has been mainstreamed and integrated into other areas of concern and has consequently been ignored as a cross cutting issue. The book redresses this balance. Making use of much original data and information that has been undertaken by many scientists andpractitioners during the last decade in different parts of the world, Desertification, Land Degradation and Sustainability is organised according to the principles of adaptive management and hierarchy theory and clearly explains desertification within a framework of evolving and interacting physical and socio-economic systems. In addition to research data the book also draws from the National Action Plans of different countries, the IPCC Fourth Assessment on Climate Change and the Millennium assessments. Clearly structured throughout, the content of the book is organised at different scales; local, regional and global. It also specifically explains processes linking top-down and bottom- up interactions and has a strong human component. The historical, cultural and physical context is also stressed. Clearly organised into the following distinct sections: a) Concepts and processes b) Data c) Impacts d) Responses e) Case studies. This text is essential for anyone studying desertification as part of an earth and environmental science degree.

Available in PDF, EPUB and Kindle. Book excerpt: The international community has long grappled with the issue of safeguarding the environment and encouraging sustainable development, often with little result. The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. These principles define the rights of people to sustainable development, and the responsibilities of states to safeguard the common environment. The Rio Declaration established that long term economic progress required a connection to environmental protection. It was designed as an authoritative and comprehensive statement of the principles of sustainable development law, an instrument to take stock of the past international and domestic practice, a guide for the design of new multilateral environmental regimes, and as a reference for litigation. This commentary provides an authoritative and comprehensive overview of the principles of the Declaration, written by over thirty inter-disciplinary contributors, including both leading practitioners and academics. Each principle is analysed in light of its origins and rationale. The book investigates each principle's travaux préparatoires setting out the main points of controversy and the position of different countries or groups. It analyses the scope and dimensions of each principle, providing an in-depth understanding of its legal effects, including whether it can be relied before a domestic or international court. It also assesses the impact of the principles on subsequent soft law and treaty development, as well as domestic and international jurisprudence. The authors demonstrate the ways in which the principles interact with each other, and finally provide a detailed analysis of the shortcomings and future potential of each principle. This book will be of vital importance to practitioners, scholars, and students of international environomental law and sustainable development.

Book excerpt: After a devastating dust storm that swept across Northern China in 2000, there was much interest in examining and analyzing experiences with dust storm mitigation, prevention, forecasting and control. What has emerged from the writings collected in this publication is that sand and dust storms are both a symptom and cause of desertification. They are often an early warning that things are going wrong. Combating these storms demands political, social, biological, economic, educational and engineering approaches as well as the physical effort that has dominated efforts in the past. This publication provides an analysis of the factors contributing to dust and sandstorms and also provides examples of how the menace can be brought under control through a series of measures, ranging from mechanical interventions and bio-remediation to policy change and legislative back up.

Book excerpt: At the 1992 United Nations Conference on Environment and Development, popularly known as the Rio Earth Summit, the world’s leaders constructed a new "sustainable development" paradigm that promised to enhance environmentally sound economic and social development. Twenty years later, the proliferation of multilateral environmental agreements points to an unprecedented achievement, but is worth examining for its accomplishments and shortcomings. This book provides a review of twenty years of multilateral environmental negotiations (1992-2012). The authors have participated in most of these negotiating processes and use their first-hand knowledge as writers for the International Institute for Sustainable Development’s Earth Negotiations Bulletin as they illustrate the changes that have taken place over the past twenty years. The chapters examine the proliferation of meetings, the changes in the actors and their roles (governments, nongovernmental organizations, secretariats), the interlinkages of issues, the impact of scientific advice, and the challenges of implementation across negotiating processes, including the Framework Convention on Climate Change, the Convention to Combat Desertification, the Convention on Biological Diversity, the Commission on Sustainable Development, the UN Forum on Forests, the chemicals conventions (Stockholm, Basel and Rotterdam), the Montreal Protocol on Substances that Deplete the Ozone Layer, the Convention on International Trade in Endangered Species, the Convention on Migratory Species and the International Treaty on Plant Genetic Resources for Food and Agriculture.
