A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.

He read about the flood of silver that flowed from its Cerro Rico and learned of the toil of its miners. Potosí symbolized fabulous wealth and unbelievable suffering. New World bullion stimulated the formation of the first world economy but at the same time it had profound consequences for labor, as mine operators and refiners resorted to extreme forms of coercion to secure workers. In many cases the environment also suffered devastating harm. All of this occurred in the name of wealth for individual entrepreneurs, companies, and the ruling states. Yet the question remains of how much economic development mining managed to produce in Latin America and what were its social and ecological consequences. Brown's focus on the legendary mines at Potosí and comparison of its operations to those of other mines in Latin America is a well-written and accessible study that is the first to span the colonial era to the present.

Robert Duncan has devoted most of his adult life to the generation and augmentation of competence in the application of growing science to the design, production, and use of mines for the U.S. Navy. He joined the staff of the Naval Ordnance Laboratory before it was known by that name, but in time to capitalize on the experience of the Navy with mines in World War I. He provided the technical leadership which was an important factor in keeping the art and science of mining alive in the Navy in the days of the depression. By so doing, he provided a basis for a hundredfold expansion of the Navy's effort previous to and during World War II. The hundreds of technical people who had the privilege of joining in this effort under Dr. Duncan's leadership will be happy to see this accurate and factual record of achievement. The experience recorded between these covers will serve as a guide to those still engaged in the development of this type of weapon, and the achievements made during World War II will be an inspiration to any who might be responsible for again expanding our national effort in mining, should the occasion arise. Book excerpt: Operation End Sweep: A History of Minesweeping Operations in North Vietnam was written in 1977 by staff members of Tensor Industries of Fairfax, Virginia. Tensor prepared this account under the terms of a contract with the Mine Warfare Project Office of the Naval Sea Systems Command which, in turn, responded to a requirement from the Office of the Chief of Naval Operations. Since the study was a security-classified document, it originally saw limited circulation. Tensor's preface pointed out the importante of End Sweep. That operation represented the U.S. Navy's first major minesweeping campaign since the Navy faced the challenge, in 1950-1951, of clearing extensive enemy minefields laid at Wonsan, Korea. The helicopter mine countermeasures systems developed after the Navy's experience in Wonsan saw their first extensive use in End Sweep. Finally, Tensor's authors noted the special problems posed by the shallow depths of North Vietnam's coastal waters and the sensitivity of the mines involved. Ironically, the U.S. Navy originally laid the mines swept by American naval forces off North Vietnam. The Seventh Fleet's 1972 mine offensive severely hampered Hanoi's ability to import war supplies from abroad and was a factor in encouraging Hanoi to negotiate a peace accord with the United States. The mines posed an equal threat to seaborne commerce once America withdrew from Southeast Asia. It is not surprising, therefore, that in the talks leading up to the Paris cease-fire agreement of January 1973, Hanoi demanded that the United States enter into a separate diplomatic protocol in which America agreed to "render harmless" the mines we had laid in the waters of the Democratic Republic ofVietnam. Over the next six months, as the U.S. Mine Countermeasures Force accomplished this work, and American forces withdrew from Southeast Asia, Hanoi continued to wage war against South Vietnam. During that period the United States viewed the minesweeping operation as a means of attempting to influence North Vietnam's behavior. Dr. Edward J. Marolda, Head of the Naval Historical Center's Contemporary History Branch and a well-known historian of the naval war in Southeast Asia, skillfully revised this document for publication and composed an introduction that places these events in historical perspective. I also wish to acknowledge the major contributions made by Sandra J. Doyle, the Center's Senior Editor, in copy editing the study and overseeing its printing. Operation End Sweep describes a classic mine clearance campaign involving the deployment of men, ships, and specialized equipment halfway around the globe to complete a demanding and politically sensitive naval operation. Considering the continuing importance of mine warfare, the Navy's historians publish this account in the hope that it will be of special interest to today's naval professionals. Dean C. The Center of Military History first published this work in 1956 as a textbook for senior ROTC courses. The history of an active organization tends to expand rapidly as the organization grows larger and more complex. The period since the Vietnam War, at which point the most recent edition ended, has been a significant one for the Army, a busy period of expanding roles and missions and of fundamental organizational changes. In particular, the explosion of missions and deployments since 11 September 2001 has necessitated the creation of additional, open-ended chapters in the story of the U.S. Army in action. The Army had sent large expeditionary forces beyond the American hemisphere, and at the beginning of the new century Secretary of War Elihu Root had proposed changes and reforms that within a generation would shape the Army of the future. But world war-global war-was still to come. The second volume of this new edition will take up that story and extend it into the twenty-first century and the early years of the war on terrorism and includes an analysis of the wars in Afghanistan and Iraq up to January 2009.

The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.
