I was inspired to write about the Eau Claire FRC Play 'n Learn Program after having such a positive experience in the program with my first son, who was then 3. I felt compelled to analyze the program's effectiveness for both my own personal satisfaction, as well as with the intent of offering this knowledge to other parents who could gain from what the program has to offer. My two sons, Benjamin -10 and Oliver -8, continue to inspire me daily to try to make the world a better place...however possible.

Over the last decade, states have been leaders in supporting services to infants and toddlers and their families. Examples of such initiatives include Hawaii's Healthy Start program, Iowa's family development grant program, Maryland's family support centers, Minnesota's Early Childhood Family Education program, Missouri's Parents as First Teachers, and Illinois's Ounce of Prevention Fund. While these programs have different approaches and emphases, they share a number of common features. Among these are capacity-building and partnership orientations toward the family, efforts to connect families with community resources, persistent outreach to hard-to-reach families, attention to developing and sustaining skilled frontline personnel to work with families, flexible administrative structures to support these workers, and provision of support that crosses disciplinary and categorical boundaries. Successful programs are adaptive and respond to a variety of family needs. In designing legislation to support services for families with young children, legislators should focus on local community ownership, the role of the frontline worker, outreach to families, linkage to community resources, flexibility in program development and administration and in level of service, incentives for cross-system collaboration, and the use of funding streams and sources of support. A description of federal funding streams that help finance services for families with young children, additional sources of information, a 24-item annotated bibliography, and a list of program contacts are appended. Early intervention programs such as Head Start enjoy popular and legislative support, but until now, policymakers and practitioners have lacked hard data on the long-term consequences of such locally and federally mandated efforts. Success in Early Intervention focuses on the Child-Parent Center (CPC) program in Chicago, the second oldest (after Head Start) federally funded early childhood intervention program. Begun in 1967, the program currently operates out of twenty-four centers, which are located in proximity to the elementary schools they serve. The CPC program?s unique features include mandatory parental involvement and a single, sustained educational system that spans preschool through the third grade. Central to this study is a 1986 cohort of nearly twelve hundred CPC children and a comparison group of low income children whose subsequent activities, challenges, and achievements are followed through the age of fifteen. The lives of these children amply demonstrate the positive long-term educational and social consequences of the CPC program.
