Book excerpt: E-government and its connection with administrative reforms are commonly regarded as important milestones for e-democracy and e-participation - although they have been poorly investigated so far. The book attempts to tap the potential of e-government in a pilot study for Germany and Vietnam. At first glance, such an approach seems daring, as the two countries differ considerably in their political systems. All the more surprising are the results reached by the German-Vietnamese working group. The findings on e-government and its service quality are disappointing for both countries. Even the question has arisen as to what advantages citizens can have through it. From the German perspective, critical voices on the potential of e-government for political participation and deliberation predominate. The Vietnamese side considers the possibilities for e-democracy, e-participation and in the fight against environmental pollution and corruption to be much more positive. It can be assumed that this is related to the greater leap in development made by countries such as Vietnam compared with Germany through information and communications technology.

Available in PDF, EPUB and Kindle. Book excerpt: Although the adoption of market reforms has been a key factor leading to China’s recent economic growth, China continues to be governed by a communist party and has a socialist-influenced legal system. Vietnam, starting later, also with a socialist-influenced legal system, has followed a similar reform path, and other countries too are now looking towards China and Vietnam as models for development. This book provides a comprehensive, comparative assessment of legal developments in China and Vietnam, examining similarities and differences, and raising important questions such as: Is there a distinctive Chinese model, and/or a more general East Asian Model? If so, can it be flexibly applied to social and economic conditions in different countries? If it cannot be applied to a culturally and politically similar country like Vietnam, is the model transportable elsewhere in the world? Combining ‘micro’ or interpretive methods with ‘macro’ or structural traditions, the book provides a nuanced account of legal reforms in China and Vietnam, highlighting the factors likely to promote, change or resist the spread of the Chinese model.

Available in PDF, EPUB and Kindle. Book excerpt: This book compares contemporary civil service systems across East and Southeast Asia, a dynamic region of greater diversity in local administrative tradition, imported models of modern administration, and the character of prevailing political institutions. Featuring chapters on Japan, South Korea, Taiwan, Singapore, Hong Kong, Vietnam, Indonesia, Thailand, Malaysia, and the Philippines, this book provides a detailed analysis of key aspects of the civil service system, including centralization, recruitment, classification, openness of positions, performance assessment, promotion, training, and senior civil service. It distinguishes four modes of public employment, namely, bureaucratization, professionalization, politicization, and marketization, to develop a conceptual framework for comparing the civil service system at the operational level. The region’s contemporary civil service systems appear to be hybrid systems that combine, at varying degree, these modes of public employment, responding to administrative reform pressures. The patterns of public employment across East and Southeast Asia reflect local administrative traditions, imported Western models of administration, and the relative timing of democratization and bureaucratization. With contributions from leading local experts across the region, this book will be invaluable to students, scholars, and practitioners interested in Asian public administration, especially civil service systems.

Book excerpt: This edited collection examines the changing role of the legal profession as experts in the context of European Union policy-making. Drawing on theoretical and empirical research and the idea of law as a social and political practice, this socio-legal work brings together a group of legal scholars and political scientists to investigate how lawyers, through the deployment of their expertise and knowledge, act as experts in matters of EU related policy-making at the national, European and international levels. It provides new theoretical viewpoints and untold stories from legal experts themselves, promotes an evolving definition of what constitutes legal expertise and what shapes legal experts in a time when experts are in equal measure both revered and ignored, and introduces new critical voices in the field of EU socio-legal studies.
