Book excerpt: The overall objective of this study is to do a comparative analysis of the principles and modalities that are shaping the transformation of social assistance policy in Canada, primarily in Quebec. It also takes a brief look at the experiences of Ontario and New Brunswick. It describes 2 models of government intervention in the conception and implementation of the new contract of social assistance reciprocity between the poor and the State: workfare, as developed in the United States, and insertion, the chosen model in France. The focus of the study is to describe, in relation to these 2 models, the social assistance configuration of rights and duties currently being institutionalized between women and the State within Canada and Quebec.

It first reviews the literature relating housing & employment to increased self-sufficiency and presents an inventory of international & Canadian initiatives that combine housing & employment, arranged by cases according to the following categories: housing as a stable environment for supportive services; job training or employment in housing rehabilitation, management, or related services; and job training & housing assistance as part of comprehensive community revitalization. From the Canadian initiatives, ten case studies are studied in more depth. The studies use qualitative research involving personal interviews with program managers & residents who had participated in housing-based employment support programs. The case study data are supplemented with data from focus groups of social housing residents, housing providers, and representatives from organizations working with women's employment & training programs. Findings from the interviews & focus groups are presented and overall conclusions are reached based on the data collected.

Book excerpt: Women form the majority of home care recipients, home care personnel, and persons responsible for care of the elderly, disabled, or ill family members. Home care policies and practices thus have a significant and varied impact on women's lives. This research builds on previous studies that show women's roles as unpaid & underpaid care-givers contribute to the income gap between women & men. It also examines whether current home care policies & practices have any impact on women's vulnerability to poverty. The research involved interviews with home care recipients, agencies, paid workers, and informal family care-givers; interviews with experts, representatives of home care organizations, and federal government officials; and a national literature review on women & home care. Issues discussed include gender stereotypes, wages, health & safety risks, home care funding, provision of support, worker training, and services to special groups & rural areas. Recommendations are made toward achieving the goals of development of a holistic approach to health care and implementation of commitments to gender equality.

Book excerpt: This study aims to identify potential policy options to promote equality and economic opportunities for self-employed women, particularly during periods when their businesses are interrupted by ill health or family caregiving. The report describes the research methodology used in the study and presents the results of a literature review. It then addresses the following points: characteristics of self-employed women; interruptions in business earnings; role of government in granting access to special benefits; Quebec's plan to extend parental and maternity benefits to self-employed individuals; a self-funded tax savings plan; private insurance; access to financing. It then presents recommendations that aim to increase accessibility to various forms of income protection for self-employed women.

Compared to other industrialized countries and to this country's proud accomplishments in health care and income support for seniors, Canada's showing in family income and other programs has been poor. The document looks at the perspectives on gender and social responsibility. Topics covered are: introduction and overview; a social responsibility framework; the causes of poverty and vulnerability in Canada; addressing poverty and vulnerability in a post-CHST (Canada Health & Social Transfer) world; and review and assessment of the National Child Benefit and Provincial Programs.
