Available in PDF, EPUB and Kindle. Book excerpt: Several recent studies have found that earnings inequality in Canada has grown considerably since the late 1970's. Using an extraordinary data base drawn from longitudinal income tax records, we decompose this growth in earnings inequality into its persistent and transitory components. We find that the growth in earnings inequality reflects both an increase in long-run inequality and an increase in earnings instability. The large size of our earnings panel allows us to estimate and test richer models of earnings dynamics than could be supported by the relatively small panel surveys used in U.S. research. The Canadian data strongly reject several restrictions commonly imposed in the U.S. literature, and they also suggest that imposing these evidently false restrictions may lead to distorted inferences about earnings dynamics and inequality trends.

Book excerpt: This paper studies the evolution of individual earnings inequality and dynamics in Canada from 1983 to 2016 using tax files and administrative records. Linking these individuals to their employers (and rich administrative records on firms) beginning in 2001, it also documents the relationship between the earnings dynamics of workers and the size and growth of their employers. It highlights three main patterns over this period: First, with a few exceptions (sharp increase in top 1% and declining gender gap), Canada has experienced relatively modest changes in overall earnings inequality, volatility, and mobility between 1983 and 2016. Second, there is considerable variability in earnings inequality and volatility over the business cycle. Third, the earnings dynamics of individuals are strongly related to the size and employment growth of their employers.

The appeal of the approach used for this study is its simplicity. The estimates of flow are taken directly from longitudinal data. Although the findings would be different for other six-year periods, it is likely that the dominance of earnings would prevail due to the aging effect.

This is followed by an examination of how individuals' earnings mobility varies with time (over 1982 to 1992 or 1994) and starting position in the earnings distribution, as well as by age and sex. Three measures are used in the analysis: conditional transition matrices between earnings quintiles, the total number of years spent in a given quintile, and a mean quintile index. Data are from the Longitudinal Administrative Databank, a ten percent longitudinal sample of Canadian tax filers constructed from Revenue Canada tax records. Results show the differences in the extent of earnings mobility along all three dimensions examined.

The three types of instruments used in this paper include correlation coefficients (the correlation of individuals' earnings over time), the average quintile jump, and the mean quintile index. Results for the first two measures are placed in an international context.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

Findings are discussed with relation to: distribution of earners and mean & median earnings; patterns of men's and women's earnings over time; the gender earnings gap; shifts in the age-earnings profiles; average earnings by quintile; distributions across real earnings categories; and an overall scalar measure of the distribution of earnings (the Gini coefficient).
