Book excerpt: Since the end of the Cold War, member states of the North Atlantic Treaty Organization have cut defense budgets to historic lows. The Netherlands is no exception. Though the Netherlands has increased spending on domestic welfare, its defense spending as a percentage of gross domestic product has, since the Cold War's end, declined by approximately half to 1.40 percent, with the prospect of it declining to 1.15 percent by mid-decade. Though the Dutch government's 2000 Defence White Paper outlined plans to increase overall combat readiness and improve the ability of Dutch forces to project power abroad in cooperation with allies, reductions in defense spending have resulted in substantial cuts in the country's conventional military capabilities and the size of its active-duty force. As a nation that requires peace and stability in the international order for its own peace and prosperity, and as a smaller state that must depend on NATO to ensure that peace and stability, the Netherlands has both an interest and an obligation to maintain a modern and capable military that can work effectively with its alliance partners in various contingencies. Absent a reversal in Dutch attitudes about defense issues, however, the Netherlands will increasingly be judged as being a 'free rider' when it comes to European and transatlantic security.

Chief among these are usually a concern with national security, and a desire to be as independent as possible in the supply of the armaments which they believe they need. But defence industries are different from most other industries. Their customer is governments. Their product is intended to safeguard the most vital interests of the state. The effectiveness of these products (in the real, rather than the experimental sense) is not normally tested at the time of purchase. If, or when, it is tested, many other factors (such as the quality of political and military leadership) enter into the equation, so complicating judgments about the quality of the armaments, and about the reliability of the promises made by the manufacturers. All of these features make the defence sector an unusually political industrial sector. This has been true in both the command economies of the former Soviet Union and its satellites, and in the market or mixed economies of the west. In both cases, to speak only a little over-generally, the defence sector has been particularly privileged and particularly protected from the usual economic vicissitudes. In both cases, too, its centrality to the perceived vital interests of the state has given it an unusual degree of political access and support.

The acute threats and conflicts in which the Netherlands are involved have served as a wake-up call. The shooting down of Flight MH17 over Ukraine, the streams of refugees from Syria and other countries, the conflict with Da'esh in Syria and Iraq, and terrorist threats reveal how events in many of the world's flash-points have a direct or indirect impact on the Netherlands. Conflicts in other countries have a spill-over effect in The Netherlands. It consists of 10 chapters written by 10 experts, with an introduction and conclusion (note on contributors and two appendices). The presented book is a result of the COST A10 Working group 'Sociocultural aspects of defence restructuring and conversion'. It deals with the quality of post-Cold War defence restructuring, as perceived by the civil society, future military professionals/defence experts and military elite from five European countries. The analyses are based on the multinational survey, carried out in Belgium, Italy, the Netherlands, Slovenia and Switzerland, using common questionnaires for military cadets, senior officers and defence studies students. In order to compare military and civilian attitudes towards armed forces restructuring in surveyed countries, the data from different public opinion polls were compared to the data collected among military elite and defense experts. The aim of the survey was to measure how recent changes of the military organisations and defence sector (professionalisation, downsizing, new missions) were perceived by members of the armed forces, applicants for entrance into the defence sector and the public and at assessing how these same actors view the future of armed forces on a national and international level (threat perception, mission, budget, international cooperation, alliances, common European defence policy, military career, etc.). Comparative analyses were focused on: first, comparison of civilian and military/defence views in oder to reflect the potentially divergent civilian and military approaches to the future of security architecture: second, comparison of the views of military officers/cadets and defence experts in order to observe whether an evolution of opinions on future armed forces' missions reflects anticipatory socialisation, the military/defence socialisation stage, a life-cycle effect or an intergenerational change process.
