Book excerpt: Mediterranean irrigation is diverse due to, among other factors, the relative importance of water in the economy of each country, varied levels of aridity, heterogeneous levels economic, social and technological levels of development, and differences in political and social organization. However, most of the Mediterranean countries face similar problems to meet their water demands because of the scarcity and variability of renewable resources, growing water requirements from non-agricultural sectors, increasing environmental concerns related to water quality and environmental degradation, a social demand for larger public participation, and important technological changes. The time has come to reconsider the “not one drop lost to the sea” philosophy of yesteryears largely and to 'live within limits'. This book focuses on eight selected countries (Tunisia, Morocco, Spain, France, Italy, Turkey, Israel and Egypt) and provides a comparative perspective that both thoroughly explores their specificities and identifies the common challenges faced by the irrigation sector in these countries. The book has been written at a critical moment, when the continued application of a supply-side water management model is revealing its unsustainable nature in numerous places; when significant technological changes are taking place in the irrigation sector; when new forms of management and governance are widely held as badly needed; and finally, when climate change is compounding many of the difficulties that have characterized irrigation policies and practices in the past decades. This complicated future context makes Mediterranean irrigation face various political dilemmas on water management, raising social tensions, triggering territorial and land conflicts, and stimulating new technological developments. This book provides a timely analysis of the particular trajectory of eight Mediterranean countries in these uncertain transformations, and attempts to identify the best strategies to avert or overcome future risks.

It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.

Au Maroc, l’une des principales conséquences de cette réforme est l’émergence des associations des usagers des eaux agricoles. Cette institution qui oeuvre dans un cadre renouvelé aux structures informelles déjà en place, rencontre beaucoup de difficultés pour mener sa mission. Cette recherche de type empirique essaye d’appréhender une meilleure compréhension de la dynamique des institutions de gestion de l’eau. Elle est menée au travers d’analyses croisées où un ensemble de disciplines convergent pour appréhender la gestion de l’eau. Elle commence, par une approche historique, à retracer le processus du développement de l’irrigation au Maroc. Elle s’intéresse ensuite au Ghiss qui par, son histoire, sa diversité complexe de gestion des ressources hydriques..., constitue un laboratoire intéressant pour l’étude de la gestion sociale de l’eau. Le rôle des acteurs a permis d’analyser l’évolution des institutions relatives à la gestion de l’eau. Le maintien des acteurs locaux, malgré la tentative de domination des acteurs nationaux et supranationaux a montré la capacité de résistance des premiers. Ces réponses locales mettent en lumière la capacité de ces acteurs à initier des changements qui répondent aux aspirations locales tout en préservant les acquis du passé. En même temps, ils essayent de s’adapter aux possibilités offertes par les changements en cours. La place que doit réserver l’État à ces initiatives est questionnée. Nous prônons un État facilitateur et négociateur plutôt qu’entrepreneur et administrateur, c’est dans ce sens que nous avons évoqué le nouveau concept « d’indifférence positive e l’État ». L’information qualitative recueillie ainsi que le modèle théorique sont utilisés pour réaliser un exercice de prospective. Celui-ci permet de montrer l’existence de plusieurs facteurs susceptibles d’entraîner un échec de cette transition institutionnelle. Quelques mesures permettant de limiter ce risque sont recommandées.
