Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.

Author Steven Wisotsky masterfully documents the failure of the drug war and the erroneous premise central to its destructive and doomed strategy: the idea that drug taking controls human behavior; that drugs "cause" physical dependency. Americans must move beyond the war on drugs by repudiating their obsessive preoccupation with controlling or prohibiting drugs. Instead, we must replace this mindset with a new view that acknowledges individual freedom and the power of directing our choices toward responsible human behavior. According to Wisotsky, the idea of "waging war" on drugs is central to the problem rather than a fundamental part of any solution. He takes the Reagan-Bush-Bennett campaign to task for its failed efforts to cut the supply of drugs, reduce public demand, and enforce laws regarding the sale and distribution of controlled substances. Wisotsky contends that the war on drugs will remain inadequate so long as society continues to be seduced by the battle cries of its own stepped-up combat in which the "enemy" (drugs) must be eradicated at all cost. The rationale for doing battle has become so embedded in the public mind that we no longer recognize the need for a critical review of social policy, strategy, or the methods needed to achieve our desired goals. Have we simply created a new type of Prohibition, which is destined to fail? And if this is the case, then what does it say about our society? Have we lost the ability to reflect critically on our social motives and purposes, as well as our justification for the actions we take, simply because we've declared "war" on the "enemy" and we aren't going to stop the good fight until we've "won"? Beyond the War on Drugs offers hard-hitting arguments to support the growing public opinion that this war, as it is currently conceived, cannot be won and ought not to be fought. Wisotsky argues persuasively for a reassessment of this struggle. We must go beyond the war on drugs to develop a public policy that acknowledges human intelligence, free choice, and individual responsibility.

Blending theoretical and empirical analyses, Jimmie L. Reeves and Richard Campbell explore how TV news not only interprets "reality" in ways that reflect prevailing ideologies, but is in many respects responsible for constructing that reality. Their examination of the complexity of television and its role in American social, cultural, and political conflict is focused specifically on the ways in which American television during the Reagan years helped stage and legitimate the "war on drugs," one of the great moral panics of the postwar era. The authors persuasively argue, for example, that powder cocaine in the early Reagan years was understood and treated very differently on television and by the state than was crack cocaine, which was discovered by the news media in late 1985. Book excerpt: Abstract: We analyze a unique data set detailing the financial activities of a drug-selling street gang on a monthly basis over a four-year period in the recent past. The data, originally compiled by the gang leader to aid in managing the organization, contain detailed information on both the sources of revenues (e.g. drug sales, extortion) and expenditrues (e.g. costs of drugs sold, weapons, tribute to the central gang organization, wages paid to various levels of the gang). Street-level drug dealing appears to be less lucrative than is generally though. We estimate the average wage in the organization to rise from roughly $6 per hour to $11 per hour over the time period studied. The distribution of wages, however, is extremely skewed. Gang leaders earn far more than they could in the legitimate sector, but the actual street-level dealers appear to earn less than the minimum wage throughout most of our sample, in spite of the substantial risks associated with such activities (the annual violent death rate in our sample is 0.07), There is some evidence consistent both with compensating differentials and efficiency wages. The markup on drugs suggests that the gang has substantial local market power. Gang wars appear to have an important strategic component: violence on another gang's turf shifts demand away from that area. The gang we observe responds to such attacks by pricing below marginal cost, suggesting either economic punishment for the rival gang or the presence of switching for users that makes market share maintenance valuable. We investigate a range of alternative methods for estimating the willingness of gang members to accept risks of death, all of which suggest that the implicit value that gang members place on their own lives is very low.
