European policies regarding drones generally focus on outdoor drones, but they are also used indoors. Moreover, a number of European countries have fragmented regulations on drone use, and as a result, European institutions are attempting address these issues. This work is based on a detailed study of the European policies, a comparative analysis of the regulation in various European countries, an analysis of the drone sector in Europe, and primary data from members of the creative industry. The authors created focus groups in Spain, the UK and Belgium in order to discuss with the creative industry the concerns on safety and security when using civil drones for their work. Based on these results, the book offers advice to the European industry, as well as new insights for academics and policymakers.

Book excerpt: This book explores the role of the cultural and creative industries (CCIs) as drivers of local economic development. More specifically, it builds on two novel perspectives in order to interpret the phenomenon. First, despite the general recognition that CCIs are innovative economic actors, their creative output is heterogeneous, as CCIs consist of extremely diverse industries, and the concept of innovation differs from sector to sector. Second, CCIs’ creativity is locally rooted, as the context provides innovative inputs for the development of creative ideas, binding creativity with well-established theories of the regional innovation literature. The book explores these new perspectives through a novel database on CCIs’ innovation at a fine industrial and regional scale. Building on these two ideas, the book is subdivided into three parts. In the first, a novel definition of creativity in CCIs is developed in which its heterogeneity and place-based nature are at the core. In turn, the second part addresses the phenomenon of localization choices in CCIs, highlighting their heterogeneous innovativeness and the filière which they belong to as key dimensions for the analysis. In the third part, the impact of CCIs on economic growth is explored. This book offers new evidence on the conditions under which CCIs cluster in space and stimulate development. It appeals to scholars in regional science, cultural economics and related fields, as well as policymakers and practitioners working in the cultural and creative industries.

The report presents different measurement frameworks for the creative economy, discusses measurement and data challenges, and presents case studies from developing countries. It also discusses how new and emerging technologies, especially increasing digitalization since the COVID-19 pandemic, contribute to fundamentally changing creative industries. As requested by the General Assembly resolution 74/198, the report includes a special section on implementing the International Year of Creative Economy and how it advances the 2030 Agenda. The report notes that the concept and definition of the creative economy are diverse, representing countries' cultural diversity, but also due to different economic structures, statistical methodologies, and classification used. It encourages governments to recognize the importance of the creative economy by conceptualizing it based on existing definitions and classifications. The report highlights the importance for countries to map and measure the creative economy and industries, including their contribution to international trade.

Book excerpt: Edited by Desmond Hui This book is a collection of essays on the research and pedagogy of art, design, and creative industries carried out by the academic staff of the Department of Art and Design (AAD) at the Hang Seng University of Hong Kong (HSUHK) since its founding in 2020, which was predated by the first set up of the BA in Cultural and Creative Industries (BA-CCI) programme – one of the two undergraduate programmes under the department – at the institution in 2017. The other programme of BA in Art and Design (BA-AD) was launched in the same year of 2020, and both programmes have been recognized as pioneering in Hong Kong and the region. We have chosen the name “Conceptual Practice” to describe the essays, simply because we believe the importance of both terms – concept and practice – in the creative disciplines. This rationale as an underlying philosophy in the teaching and research of art, design, and creative industries of the department has been enshrined in the course modules of the two programmes, dialectically positioned also to educate two different but equally important knowledge and skill sets in the professions – management and creativity. Most essays are authored by the colleague in charge of his or her own course modules or research projects, aiming to expose the unique theory and methodology involved, and often feature samples of work by the colleague and the students. This publication is the first volume reflecting cumulative efforts of both programmes – 5 years for BA-CCI and 3 years for BA-AD – and the intention is to continue production with subsequent volumes. We hope that by publishing the results of our work as exploration and experimentation of a unique approach to research and education, there might be feedback and exchange for improvement and further development, which we very much welcome.
