Book excerpt: Recently, there has been a renewed concern with highway safety, reflected in wide media coverage and new laws aimed at reducing highway deaths and injuries. Legge examines three initiatives that have been studied only in isolation: stricter drinking-age laws, mandated use of seat belts, and deterrents to drunk driving. His research covers three large industrial states-New York, California, and Michigan, as well as Great Britain, each of which uses a different mix of these initiatives. Using a combination of theory and research methodology, Legge tests a number of models on how traffic fatalities might be reduced and offers valuable suggestions for policy makers, researchers, and activists.

Book excerpt: Around the world, healthcare planners and governments are engaged in activities to stimulate innovation and reform health systems as part of the drive to deliver safe, effective, quality care to patients. ICT is both a critical component of health system innovation and key stimulus for reform. This book presents papers from the 23rd Australian national Health Informatics Conference (HIC 2015), held in Brisbane, Australia, in August 2015. The conference brings together researchers, industry groups and healthcare providers from Australia and around the world to share cutting edge research, technology updates and innovations, and the papers included here provide valuable evidence and information about the diverse role that ICT plays in the health, elderly and community care sectors internationally. They encompass a wide spectrum of work, from major theoretical concepts and examples of key applications of new technologies to important new developments in the field of health informatics. The book represents an important contribution to the health informatics evidence base and will be of interest to all those working towards better healthcare provision worldwide.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Available in PDF, EPUB and Kindle. Book excerpt: Today, there are more than three parking spaces for every car in the United States. No one likes searching for a space, but in many areas, there is an oversupply, wasting valuable land, damaging the environment, and deterring development. Richard W. Willson argues that the problem stems from outdated minimum parking requirements. In this practical guide, he shows practitioners how to reform parking requirements in a way that supports planning goals and creates vibrant cities. Local planners and policymakers, traffic engineers, developers, and community members are actively seeking this information as they institute principles of Smart Growth. But making effective changes requires more than relying on national averages or copying information from neighboring communities. Instead, Willson shows how professionals can confidently create requirements based on local parking data, an understanding of future trends affecting parking use, and clear policy choices. After putting parking and parking requirements in context, the book offers an accessible tool kit to get started and repair outdated requirements. It looks in depth at parking requirements for multifamily developments, including income-restricted housing, workplaces, and mixed-use, transit-oriented development. Case studies for each type of parking illustrate what works, what doesn’t, and how to overcome challenges. Willson also explores the process of codifying regulations and how to work with stakeholders to avoid political conflicts. With Parking Reform Made Easy, practitioners will learn, step-by-step, how to improve requirements. The result will be higher density, healthier, more energy-efficient, and livable communities. This book will be exceptionally useful for local and regional land use and transportation planners, transportation engineers, real estate developers, citizen activists, and students of transportation planning and urban policy.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorism and National Security Reform demonstrates that blue-ribbon commissions can be powerful vehicles for policy change, overturning the conventional wisdom that views them only as devices for passing the buck. Jordan Tama explains how the unique political credibility of commissions can enable them to forge bipartisan consensus on tough policy challenges. He also shows that commissions are most valuable during a crisis, when policymakers face pressure to make changes but frequently cannot agree on what to do. Using an original database, case studies, and more than 200 interviews of policymakers and commission participants, Tama reveals how commissions have shaped Barack Obama's plan for ending the Iraq War, spurred the largest government and intelligence overhauls since 1947, and driven many other elements of U.S. counterterrorism policy. In an era of unrelenting partisanship and extreme polarization, this book shows that commissions are increasingly valuable policymaking tools.

Book excerpt: This book proposes a simple framework for understanding the political economy of subsidy reform and applies it to four in-depth country studies covering more than 30 distinct episodes of reform. Five key lessons emerge. First, energy subsidies often follow a life cycle, beginning as a way to stabilize prices and reduce exposure to price volatility for low-income consumers. However, as they grow in size and political power, they become entrenched. Second, subsidy reform strategies vary because the underlying political economy problems vary. When benefits are concentrated, satisfying (or isolating) interest groups with alternative policies is an important condition for effective reform. When benefits are diffuse, it can be much harder to identify and manage the political coalition needed for reform. Third, governments vary in their administrative and political capacities to implement difficult energy subsidy reforms. Fourth, improvements in social protection systems are often critical to the success of reforms because they make it possible to target assistance to those most in need. Finally, the most interesting cases involve governments that take a strategic approach to the challenges of political economy. In these settings, fixing energy subsidies is central to the governments’ missions of retaining political power and reorganizing how the government delivers benefits to the population. These cases are examples of “reform engineering,†? where governments actively seek to create the capacity to implement alternative policies, depoliticize tariffs, and build credibility around alternative policies. The most successful reforms involve active efforts by policy leaders to identify the political forces supporting energy subsidies and redirect or inoculate them.

Book excerpt: This book attempts to draw lessons from the experiences of developed as well as developing countries in carrying out telecommunications reform. Contributors come from academia, as well as from stakeholders in telecommunications policy in a dozen countries, mostly in the Asia-Pacific region. Globally, the telecommunications industry is undergoing major changes: technological advances in the form of a vast number of new digitised services, ownership shifts as state-owned carriers in many countries become fully or partly privatized, and a general transition from monopolistic to more competitive market environments. The economic and regulatory experiences derived from these changes are explored and analyzed using the USA, the UK, Australia and Singapore to represent developed and newly industrialized countries, and China, India, Indonesia, Malaysia, the Philippines, Sri Lanka, Thailand and Vietnam as examples of developing countries. The conclusions outlined in this timely volume hold important lessons for these as well as for other countries.
