Book excerpt: Written by two of the world’s most well-known ROI (Return on Investment) gurus, this guide is indispensable for anyone involved in showing the value of money for projects and programs in governments, non-governmental organizations, nonprofits, and businesses. These range from human capital programs to marketing initiatives, technology implementations, systems integrations, quality and lean processes, public health initiatives, procurement procedures, public relations events, risk management policies, economic development programs, corporate social responsibility projects, public policy programs, branding activities, innovation programs, customer satisfaction projects, and everything in between. In a step-by-step process, the book shows how to measure the success of projects and programs, including measuring impact and ROI (Return on Investment). This book also shows how to forecast the value of the project in advance and how to collect data during and after project implementation. It addresses improvements throughout the process so that the project delivers optimum value. In addition to businesses, this book is appropriate for governments, NGOs, nonprofits, universities and healthcare organizations. As a reference for those who are seeking ways to assign value to what they have measured, the book will clarify and resolve much of the mystery surrounding the conversion of data to monetary values. Building on a tremendous amount of experience, application, practice, and research, the book will be based on the work of many individuals and organizations, particularly those who have been reaching the ultimate levels of accountability using the ROI Methodology. Developed in an easy-to-read format and fortified with examples, tips, and checklists, this will be an indispensable guide for those who seek to understand accountability issues.

This book was released on 2013-01-17 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Draft legislation intended to deliver a more efficient and transparent local audit system may not save money, potentially undermines the integrity of the audit system and may fail to deliver accountability. The principle of independent audit - which has guided public sector audit for the last 150 years - could be undermined if the bill is not amended. Most witnesses criticised the proposed independent auditor panels and felt that they imposed an unnecessary additional bureaucratic burden. They expressed strong support for the retention of a central procurement capacity for appointing auditors to local bodies in order to deliver best value on audit fees. The legislation also has some gaping holes that pose significant risks. Unless stronger safeguards are put into the legislation, whistleblowers might not be able to draw attention to serious failures in local governance. The Comptroller & Auditor General of the National Audit Office should be named in the Bill alongside the appointed auditor, as another prescribed person who may be contacted by any whistleblower. It should also have a duty to publish detailed mandatory guidance to accompany the code and to report annually to Parliament on the Code's effectiveness. Lastly, there is great concern that the draft Bill makes no provision for comprehensive like for like value for money comparisons which would enable informed judgements about the way local bodies spend taxpayer's money. It is essential that the Bill is re-drafted to include a systematic process for benchmarking and like-for-like comparisons between public bodies in the new regime.

This book was released on 2014 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: People turn to out-of-hours GP services when they are worried about their own health or that of family or friends, and want urgent advice or treatment. However, the urgent and emergency care system is complex and people struggle to know which is the right service to use. Patients' experience of and satisfaction with the out-of-hours services varies significantly and unacceptably across the country, as does the cost. NHS England has not provided effective oversight of whether the services are providing value for money. It lacks the basic information needed to understand what lies behind the variations and identify where it should intervene. It has not dealt adequately with conflicts of interest which inevitably occur when many commissioners are also providers. NHS England also needs to address the perverse financial incentives which get in the way of different urgent care services working effectively together. It needs to examine whether the out-of-hours services are working properly with other services and whether the system encourages duplication when resources are so constrained. At the most basic level, the Department of Health and NHS England must develop information to be able to know whether there will be enough GPs to cope with the growing workload.

Book excerpt: The Office for Standards in Education (Ofsted) is a non-ministerial government department accountable to Parliament, which seeks to help improve the quality and standards of education and childcare through independent inspection and regulation. This departmental report covers Ofsted's work during the year 2006-07, as well as giving information on its organisational structure, expenditure and performance against Service Delivery Agreement targets. This is Ofsted's final report, as from April 2007 a new organisation was established called the Office for Standards in Education, Children's Services and Skills (which will also be known as Ofsted). This new body brings together the work of the Adult Learning Inspectorate, the children's services responsibilities of the Commission for Social Care Inspection and the inspection functions of the Children and Family Court Advisory and Support Service from Her Majesty's Inspectorate of Court Administration with the work of the old Ofsted.
