Book excerpt: Texas cities are currently considering the managed lane concept for major freeway projects. As a new concept of operating freeways in a flexible and possibly dynamic manner, the managed lane concept has a limited experience base, thereby creating a knowledge vacuum in emerging key areas that are critical for effective implementation. . Complicating the effort is the rapid progress of several freeway improvement projects in Texas in which TxDOT is proposing managed lane operations. The operational experience both in Texas and nationally for managed lanes is minimal, particularly for extensive freeway reconstruction projects. The managed lane projects currently in existence involve retrofits of existing freeway sections within highly fixed access, geometric, and operational configurations, and established eligibility considerations. There are few projects in operation from which to draw experiential data on the implementation of managed lane freeway sections with complex or multiple operational strategies, including variations in eligible vehicle user groups by time of day. The objectives of this project are to investigate the complex and interrelated issues surrounding the safe and efficient operation of managed lanes using various operating strategies and to develop a managed lanes manual to help the Texas Department of Transportation (TxDOT) make informed planning, design, and operational decisions when considering these facilities for its jurisdiction. This document presents the critical research results obtained over the five years of this project.

Book excerpt: This report contains the results of a three-phase human factors study which tested driver comprehension of diagrammatic freeway guide signs and their text alternatives. Four different interchange types were tested: left optional exit, left lane drop, freeway to freeway split with optional center lane, and two lane right exits with optional lanes. Three phases of the project tested comprehension by using digitally edited photographs of advance guide signs in freeway scenes. Participants viewed a computer slideshow in which slides were shown for only three seconds to simulate a single driver eye glance at a sign. All signs were mounted overhead in the photographs. Participants were provided a route number and city name as a destination that could be reached either by the through route or the exit route. They indicated which lane or lanes they would choose to reach the given destination. The fourth phase of the study used a fixed-base driving simulator which presented full sign sequences consisting of two advance guides and one exit direction sign. This report also contains an extensive literature review of previous work in the area, a discussion of testing methodology, and suggestions for future research.

One particular safety issue is the visibility of signing and pavement markings at night from a commercial vehicle driver's perspective. Through a nighttime controlled field study, the relationship between vehicle type (passenger car versus commercial vehicle) and sign/pavement marking material was evaluated in terms of the legibility distance of signs and the end detection distance of pavement markings. Additional research issues included investigations among sign type (guide, destination, and speed limit) and age (young, middle-aged, and old).

Book excerpt: The purpose of this study was to develop recommendations for signing, delineation, and geometric design that will reduce workloads at critical points approaching interchanges that exhibit a high degree of complexity. In the development of these recommendations, the following activities were completed: identification of attributes influencing interchange complexity; evaluation of current geometric design, signing, and marking practices; a simulator study investigating driver behavior at different interchange layouts; and a field study investigating real-world driver behavior at complex interchanges. This report details the process and outcomes of these activities to develop key findings with regard to traffic control devices, pavement markings, and geometric design being implemented across the country. Six categories of recommendations (“treatments”) were identified and discussed. Each treatment is the result of understanding the interrelationships of various attributes within each research topic and the application of those relationships to practice outcomes. The report describes each treatment with examples of undesirable practices as well as anticipated and observed outcomes, provides existing design guidelines with a general perspective on implementations in multiple jurisdictions, outlines the primary principles of the concept, provides application examples, provides specific recommendations to address undesirable practices, and summarizes the breadth and depth of implementation options.
