Book excerpt: The high cost of chemical analyses and bioassays of dredged material makes it necessary for decision makers to limit testing to that which will sufficiently characterize the sediment to evaluate a selected disposal alternative. This report offers guidance for limiting the amount of testing necessary and considers other factors that could potentially reduce the cost of testing dredged material. The importance of an initial site evaluation to reduce the extent of dredged material testing is stressed. Unless a reason to believe that contamination exists can be established through examination of historical data and other site characteristics, no testing is warranted. The need for testing can sometimes be eliminated by examination of regulatory criteria for categorical exclusions, i.e., circumstances under which no testing is required. Additional cost savings can sometimes be generated during the scoping process by amelioration of the concerns of interested parties prior to preparation of an environmental impact statement. Tiered testing as presented in the Federal Standard is recommended as a cost-reduction approach to material evaluation. The principal advantage of tiered testing is that it can be stopped when sufficient information has been acquired to make a decision regarding the suitability of a given disposal alternative. A general decisionmaking framework based on the results of technically sound tests protocols is described. The decision making framework includes consideration of sediment chemistry, physical chemistry of disposal site environments, and biological effects of sediment contaminants, as well as comparison of test results from sediments to be dredged with test results from reference sediments and with established criteria. The framework provides the basis for selection of the environmentally preferable disposal alternative and for identification of potentially appropriate control measures to minimize problems associated with the presence of contaminants.

Based on this information, a method for evaluating existing or proposed seasonal restrictions on dredging and/or disposal operations is presented. This framework reflects the present understanding of effects of dredging- or disposal-induced, as well as naturally occurring, environmental alterations upon biological resources. In many cases, the magnitude of dredging- or disposal-induced alterations falls well within the range of naturally occurring phenomena and imposes little or no additional stress upon resource populations. In some cases, however, the magnitude of alterations may exceed that which occurs naturally, whereby concerns about dredging- or disposal- induced alterations are justified and should be considered when planning a project.

In support of both objectives, modeling studies were performed to simulate overflows that would be associated with routine dredging operations. Eight separate tests were conducted. Three tests occurred at a site in lower Mobile Bay, and five tests at an upper bay site. Three tests (one lower bay, two upper bay) involved dredging in maintenance materials, and five tests (two lower bay, three upper bay) involved new work or deepening materials.

Book excerpt: A computer model, Primary Consolidation and Desiccation of Dredged Fill (PCDDF), has been developed to predict the settlement of dredged material placed in confined disposal sites. PCDDF, a model that calculates both consolidation settlement and desiccation settlement, uses a well established theory to predict consolidation and employs an empirical formulation to predict desiccation. At present, no field or laboratory procedures exist for determining values for the empirical desiccation parameters. This study established procedures for quantifying these parameters through a field evaluation program in the US Army Engineer District, Philadelphia. A water budget approach was used to calculate desiccation parameters for the dried crust of the desiccating dredged material at the Wilmington Harbor Containment Area near Wilmington, DE. The evaporation efficiency was found to be a constant value of 0.72, the drainage efficiency was 0.21, the saturation limit was 3.02, the desiccation limit was 2.69, the depth of second-stage drying was 0.20 m, and the percent saturation of the desiccated crust (including cracks) was 0.74. The long-term water budget for the desiccated crust for the entire duration of the study clearly indicates that second-stage drying was largely completed when the study began. The procedures utilized in the study at the Wilmington Harbor containment area can be employed at other dredged material disposal sites to determine quantitative values for the empirical desiccation parameters. These data were collected by injecting Rhodamine WT dye at the inflow point and monitoring dye concentration in the outflow. The resultant time-concentration curve is identical to the residence time distribution during the dyed test. In addition, similar data for chlorine contact chambers, physical models, and waste stabilization ponds found in the literature are also examined. A composite data set from all different sources showed a strong relationship between the ratio of mean residence time to theoretical residence time (theoretical residence time is equal to the pond volume divided by the average flow rate) and the pond length-width ratio. Baffles or spur dikes can be used to increase the effective length-to-width ratio of a given DMCA, thereby increasing the mean residence time without increasing the overall size. The relationship between mean residence time and length-width ratio was incorporated into the DMCA design procedure, and a process for selecting DMCA size, shape, and spar dike layout to achieve minimum cost resulted. The utility of state-of-the-art mathematical hydrodynamic models for stimulating flow through DMCAs is examined in Appendix A. It was found that the mathematical models are capable of reproducing the observed residence time distributions fairly well if model coefficients are arbitrarily adjusted to achieve best fit. However, better field data will be required to develop reliable a priori modeling capability.

Book excerpt: The 1987 maintenance dredging for the Military Ocean Terminal, Sunny Point (MOTSU), project was performed by mechanical clamshell dredge, with material placed in barges and transported to an open-water ocean disposal site. This work was the first major use of mechanical clamshell equipment in North Carolina. Since resource agencies were concerned with operational procedures for clamshell dredges from the standpoint of potential resuspension of sediment during the dredging process and overflow of barges to increase load, a field study was conducted to give site-specific information on the MOTSU clamshell operation. Barge loading characteristics for both overflow and nonoverflow conditions and potential gain in load due to overflow were determined for three barge loads. The load gained during the period of overflow varied from 1.4-3.2%, with corresponding times of overflow from 9 to 28 min. The load gained by filling the disposal barge in one test from a level 1 ft below the coaming to the point of overflow was approximately 6.9%. This, added to the load gained during overflow, corresponded to a total increase in load of 10.1% for this test. The suspended solids concentration of the overflow increased with time of overflow. Plumes from the clamshell bucket spillage were observed to be patchy in nature, were advected downcurrent, and mixed with the ambient water downstream. At this site, suspended sediment levels observed during dredging and overflow probably did not produce any significant adverse environmental effect upon eggs, larvae, juveniles and adult forms of estuarine-dependent fish and shellfish species. The Detroit District has initiated a policy of no overflow in reaches of the channel where sediment PCB concentrations exceed 10 mg/kg (dry weight). However, there is concern over the possible impact of overflow from hopper dredging operations when sediments are dredged from other reaches of the channel where sediment PCB concentrations are less than 10 mg/kg. This report describes an evaluation of hopper loading and overflow characteristics of the Saginaw River conducted during August and September 1987. The study was designed to evaluate the effectiveness of increasing the hopper load during overflow and to determine the physical and chemical characteristics of the overflow for the Saginaw project. Book excerpt: To manage an open-water dredged material disposal site, it is essential to know the physical capacity of the site (i.e., how much material should be dumped at the site and what the capability is of the material to remain onsite under various environmental conditions of waves and currents). Long-term management of aquatic disposal sites also requires an understanding of how much area the disposal mound encompasses, when the mound encroaches on the site boundaries, how much material leaves the site, and perhaps where the material ultimately goes. The purpose of this report is to identify methods that can be used to develop information concerning the long-term fate of dredged material disposed at aquatic sites. The methods are broken into two major categories: (a) methods of analysis for mound resuspension and dynamics and (b) methods of analysis for transport and redeposition of mound material. For each of these two categories, four basic approaches are reviewed: (a) steady-state analytical methods; (b) time- and rate-dependent analytical methods; (c) physical and numerical modeling; and (d) measurements through field and laboratory studies.
