Book excerpt: This book collects selected presentations of the Meeting of the EURO Working Group on Transportation, which took place at the Department of Ma- ematics at Chalmers University of Technology, Göteborg (or, Gothenburg), Sweden, September 9–11, 1998. [The EURO Working Group on Transpor- tion was founded at the end of the 7th EURO Summer Institute on Urban Traffic Management, which took place in Cetraro, Italy, June 21–July, 1991. There were around 30 founding members of the Working Group, a number which now has grown to around 150. Meetings since then include Paris (1993), Barcelona (1994), and Newcastle (1996). ] About 100 participants were present, enjoying healthy rain and a memorable conference dinner in the Feskekôrka. The total number of presentations at the conference was about 60, coming from quite diverse areas within the field of operations research in transportation, and covering all modes of transport: Deterministic traffic equilibrium models (6 papers) Stochastic traffic equilibrium models (5 papers) Combined traffic models (3 papers) Dynamic traffic models (7 papers) Simulation models (4 papers) Origin–destination matrix estimation (2 papers) Urban public transport models (8 papers) Aircraft scheduling (1 paper) Ship routing (2 papers) Railway planning and scheduling (6 papers) Vehicle routing (3 papers) Traffic management (3 papers) Signal control models (3 papers) Transportation systems analysis (5 papers) ix x TRANSPORTATION PLANNING Among these papers, 14 were eventually selected to be included in this volume.

Book excerpt: Assessing the full scale of environmental impacts is essential for effective planning of transport and land use. This is an analysis of transport and land-use planning using strategic environmental assessment (SEA). It establishes the effectiveness of SEA through comparative studies of practice in three countries: Britain, the Netherlands and Germany. The author shows that use of SEA is widespread but far from systematic. He demonstrates the advantages of adopting a systematic application of a comprehensive form of SEA derived from all the major current approaches. Only once this approach is fully understood and systematically applied will all the full benefits be achieved and environmental impacts be minimalized.

Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1990s there has been a global trend towards governmental devolution. However, in Australia, alongside deregulation, public–private partnerships and privatisation, there has been increasing centralisation rather than decentralisation of urban governance. Australian state governments are responsible for the planning, management and much of the funding of the cities, but the Commonwealth government has on occasion asserted much the same role. Disjointed policy and funding priorities between levels of government have compromised metropolitan economies, fairness and the environment. Australia’s Metropolitan Imperative: An Agenda for Governance Reform makes the case that metropolitan governments would promote the economic competitiveness of Australia’s cities and enable more effective and democratic planning and management. The contributors explore the global metropolitan ‘renaissance’, document the history of metropolitan debate in Australia and demonstrate metropolitan governance failures. They then discuss the merits of establishing metropolitan governments, including economic, fiscal, transport, land use, housing and environmental benefits. The book will be a useful resource for those engaged in strategic, transport and land use planning, and a core reference for students and academics of urban governance and government.

Book excerpt: This unique sourcebook provides a global, state-of-the-art review of the rapidly evolving field of strategic environmental assessment (SEA) that is intended to serve as a baseline for the work of an OECD Task Team on SEA and a UNEP initiative on integrated planning and assessment. It describes trends in application and experience in different contexts worldwide, providing in-depth coverage of the status of SEA systems, and practice in developed, transitional and developing countries by a range of development agencies. The book draws on a large body of published and unpublished material, and contributions from a wide range of individual experts, organizations and agencies. It provides an unparalleled and invaluable understanding of the emerging scope and potential of SEA and describes how, when and where it is being used. The sourcebook includes a probing review of concepts, terminology, approaches and tools of SEA, and a comparative analysis of the different types of existing SEA systems. The volume also contains many case examples illustrating SEA practice in different countries and contexts, a full set of references and a number of appendices containing source materials.

Book excerpt: Climate change, financial crises, and other issues of global scale no longer concern only the developed world. The binding power of globalization has placed these challenges at the doorstep of almost every country, testing the evolutionary capacity of monolithic governance systems bound by institutional legacy and administrative stagnation. This book locates the concept of adaptive governance, used primarily in environmental management, within the context of economic policy. Introducing flexible economic opportunism, it argues that a particular style of institutional and administrative versatility enables innovative, evidence-based policy development. This book mines institutional economics, public administration, and research theory and practice for complementary elements that can inform an emerging governance paradigm based on flexible economic opportunism. Through an eclectic suite of cases from the developing and developed worlds including Asia and North America, this book reveals how patterns of institutional and administrative change impact the efficacy of public policy. Flexibility may be this century’s most critical dimension of global competitiveness, and systems configured to quickly and comprehensively capture economic opportunities will win the marketplace of development ideas. This book advances that discussion.
