Available in PDF, EPUB and Kindle. Book excerpt: By the 1970s, 42nd Street in New York was widely perceived to be unsafe, a neighborhood thought to be populated largely by drug dealers, porn shops, and muggers. But in 1979, civic leaders developed a long-term vision for revitalizing one especially blighted block, Bryant Park. The reopening of the park in the 1990s helped inject new vitality into midtown Manhattan and served as a model for many other downtown revitalization projects. So what about urban policy can we learn from Bryant Park? In this new book, Andrew M. Manshel draws from both urbanist theory and his first-hand experiences as a urban public space developer and manager who worked on Bryant Park and later applied its strategies to an equally successful redevelopment project in a very different New York neighborhood: Jamaica, Queens. He candidly describes what does (and doesn’t) work when coordinating urban redevelopment projects, giving special attention to each of the many details that must be carefully observed and balanced, from encouraging economic development to fostering creative communities to delivering appropriate services to the homeless. Learning from Bryant Park is thus essential reading for anyone who cares about giving new energy to downtowns and public spaces.

Available in PDF, EPUB and Kindle. Book excerpt: Downtown redevelopment in general, and its more specific component, commercial development, is an issue that has not received much attention by researchers, especially from the policy formation point of view. The planning and political decision-making process around the formulation of Downtown redevelopment plans and their general proposals for stimulating commercial redevelopment, are the concerns of this study of public policy for downtown redevelopment in Winnipeg. This study explores the planning and political decision-making process surrounding the Downtown Winnipeg plan and evaluates both the above process, and the plan itself . The conclusions are that: the policy questions of commercial development and downtown redevelopment have lacked a proper framework for the establishment of goals and the formulation of viable alternative plans for realizing these goals; citizens have been excluded from the planning process and the political decision-making process; and that politicians lack direction, a sense of priorities, and a real understanding of the public interest in this question. The major purpose is to explore the debate around this issue and raise some important questions for further research and consideration by planners, political decision makers and citizens...

Book excerpt: Why is public space disappearing? Why is this disappearance important to democratic politics and how has it become an international phenomenon? Public spaces are no longer democratic spaces, but instead centres of private commerce and consumption, and even surveillance and police control. "The Politics of Public Space" extends the focus of current work on public space to include a consideration of the transnational - in the sense of moving people and transformations in the nation or state - to expand our definition of the 'public' and public space. Ultimately, public spaces are one of the last democratic forums for public dissent in a civil society. Without these significant central public spaces, individuals cannot directly participate in conflict resolution. "The Politics of Public Space" assembles a superb list of contributors to explore the important political dimensions of public space as a place where conflicts over cultural and political objectives become concrete.

Typically political scientists attempt to answer this question by relying upon either empirical analysis, which explains existing political practices, or normative analysis, which prescribes ideal political practices. Political scientist Paul Schumaker rejects this distinction between empirical and normative theory. Instead, he weds the two approaches to create the new analytical mode he calls critical pluralism. With it he can measure variances in government from pluralist/democratic ideals and still provide theoretical explanations of why the variances occurred. Schumaker uses critical pluralism to describe, explain, and evaluate variations in three key measures of democratic performance: responsible representation, complex equality, and principle-policy congruence. To test his framework and methodology he analyzes 29 community issues that arose in Lawrence, Kansas, between 1977 and 1987. The results of his study—one of the most comprehensive databases ever in the study of community politics—will be of interest to those who study community power. The conceptual framework itself and methodology used in assessing democratic performance will have a lasting impact on the way community government is studied.
