We use a flexible Bayesian approach for estimating such models. A simple modification to the standard spatial model as well as a variety of model checks are proposed to deal with the specifics of the data available. We provide evidence that extreme policy preferences are to be found among the external members. We also consider the variation in policy preferences according to career backgrounds. The median voter preference is similar for different backgrounds, except for those with a background in the industry where the median voter is more hawkish. The heterogeneity in policy preferences is the largest among academics and those with a background in the industry. The range of policy preferences is much smaller among other groups, in particular among monetary policy committee members with central bank experience who exhibit the lowest heterogeneity in policy preferences.

Book excerpt: What are the domestic determinants of international conflict? A number of political scientists have proposed that leaders in democracies initiate interstate disputes or use force abroad to divert the electorate's attention away from a flagging economy. Some scholars have integrated measurements of partisanship into their theoretical explanations, but extant scholarship has not effectively introduced the foreign policy position of the executive into the equation. Here I employ elements of salience theory to build the issue emphasis approach to foreign policy. I hypothesize that presidential candidates in the United States credibly signal their foreign policy positions prior to their election and that this foreign policy position has an effect on US behavior in the international arena. The approach I take here is an important one because it more accurately models elite preferences. From this viewpoint, we can connect competing foreign policy platforms to behavior in a new way and link voters' preferences to foreign policy outcomes more clearly. I estimate the frequency of major uses of force and initiation of militarized interstate disputes from 1946-2000 in my empirical test. The results of these tests suggest my theoretical approach is a valid one. Presidents who maintain a hawkish foreign policy stance prior to being elected use force more often and initiate militarized interstate disputes more frequently. These results suggest that citizens can directly influence foreign policy in the voting booth.

It accounts for the relationship between changes in the viability of aerial weapons technologies and the general commitment of elected officials to expand or restrict the standing and use of hard power as a foreign policy tool. By comparing and contrasting the aftermath of two main paradigms of conflict -- the post-Vietnam era and the post-9/11 era -- it shows how disagreement over the size, scope, and role of the nation's armed forces has changed amid the introduction of airpower technologies that have in many cases been developed to mitigate the increasing level of conflict asymmetry witnessed by the transition from one strategic threat environment to the next. Accordingly, the analysis follows a basic chronology of comparative case study: first it examines the waning years of the Vietnam War through to the years following its conclusion, establishing a baseline for the character of the hawk/ dove dynamic amid a mindset of mostly conventional conflict before proceeding to the post-9/11 era, evaluating how trends in the hawk/ dove debate have shifted in an age of extreme asymmetry and non-linear battlefields. The lion's share of the research analyzes legislative voting data on the U.S. Congress from 1964-2012 to visually chart how the hawk/ dove dynamic has fluctuated over time in terms of its intensity, primary focal point(s), and the balance of the dynamic. Seven litmus tests are identified as individual moving parts: 1) airpower policy, 2) defense spending in general, 3) (de)escalation of conflict, 4) foreign military aid, 5) WMD policy, 6) war powers/ inter-branch relations, and 7) NASA support as part of air and space power. Providing a quantitative basis for analysis, the findings are revealed along with contextual points of interest found in the public communication of key intellectual leaders (including those in the executive branch). Taken together, the research offers a comprehensive view into the evolving debate over peace and war in an age of rapidly-advancing airpower systems used in increasingly asymmetrical conflict.
