Available in PDF, EPUB and Kindle. Book excerpt: Women represent a slight majority of Quebec's population, yet they continue to occupy a minority of seats in its National Assembly and in Canada's House of Commons and Senate. To explain why this is, Manon Tremblay examines Quebec women's political engagements from 1791 to the present. She traces the path that led to women obtaining the rights to vote and run for office and then draws on statistics and interviews with female politicians to paint an in-depth portrait of women's under-representation and its main causes. Her innovative account not only documents the significant democratic deficit in Canada's parliamentary systems, it also outlines strategies to improve women's access to legislative representation in Canada and elsewhere.

Book excerpt: Between the outbreak of war with Austria in 1792 and Napoleon's final debacle in 1814, France remained almost continously at war, recruiting in the process some two to three million frenchmen--a level of recruitment unknown to previous generations and widely resented as an attack on the liberties of rural communities. Forrest challenges the notion of a nation heroically rushing to arms by examining the massive rates of desertion and avoidance of service as well as their consequences on French society--on military campaigns and the morale of armies, on political opinion at home, on the social fabric of local villages, and on the Napoleonic dream of bringing about a coherent and centralized state.

Available in PDF, EPUB and Kindle. Book excerpt: In the postcolonial era, Arab societies have been ruled by a variety of authoritarian regimes. Focusing on his native Morocco, Abdellah Hammoudi explores the ideological and cultural foundations of this persistent authoritarianism. Building on the work of Foucault, Hammoudi argues that at the heart of Moroccan culture lies a paradigm of authority that juxtaposes absolute authority against absolute submission. Rooted in Islamic mysticism, this paradigm can be observed in the drama of mystic initiation, with its fundamental dialectic between Master and Disciple; in conflict with other cultural forms, and reelaborated in colonial and postcolonial circumstances, it informs all major aspects of Moroccan personal, political, and gender relations. Its influence is so pervasive and so firmly embedded that it ultimately legitimizes the authoritarian structure of power. Hammoudi contends that as long as the Master-Disciple dialectic remains the dominant paradigm of power relations, male authoritarianism will prevail as the dominant political form. "Connecting political domination to gift exchange, ritual initiation, social loyalty, and gender reversals, Master and Disciple is nothing less than a thoroughgoing revision of our understanding of authoritarian rule in Morocco and in the Arab world in general."—Clifford Geertz, Institute for Advanced Study

Available in PDF, EPUB and Kindle. Book excerpt: The idea for Philosophy in a Time of Terror was born hours after the attacks on 9/11 and was realized just weeks later when Giovanna Borradori sat down with Jürgen Habermas and Jacques Derrida in New York City, in separate interviews, to evaluate the significance of the most destructive terrorist act ever perpetrated. This book marks an unprecedented encounter between two of the most influential thinkers of our age as here, for the first time, Habermas and Derrida overcome their mutual antagonism and agree to appear side by side. As the two philosophers disassemble and reassemble what we think we know about terrorism, they break from the familiar social and political rhetoric increasingly polarized between good and evil. In this process, we watch two of the greatest intellects of the century at work.

Available in PDF, EPUB and Kindle. Book excerpt: The growing importance of national parliaments is one feature of the stronger differentiation within the EU. Habermasian expectations of an increasing consensus on political norms seem to be invalidated by current events. In her book, in which she draws on her award-winning PhD thesis, Anja Thomas makes an important theoretical and empirical contribution to our understanding of the social causes of this development. Analysing EU affairs in the Assemblee nationale and Bundestag since 1979, she uncovers a paradox: increasing experience with the EU leads to national institutions growing in importance for MPs discourse on the role of parliaments in the EU. Revisiting social theory, in particular Max Webers old institutionalism, the author presents a new model that explains this phenomenon. This book should be read by students of both parliaments in the EU and European integration processes.

Available in PDF, EPUB and Kindle. Book excerpt: American women look at French women as having it all: sex, motherhood, work, and public office, while French women look at American women as puritanical, excessively feminist, and unable to "have it all" without guilt. The essays in this book by leading American and French academics and critics set the record straight by assessing the truth of each outlook. They conclude that facts are different from imagination, and that on many issues, French feminists could actually look to the U.S. for inspiration. This book offers the first comparative critical appraisal of how women live in the US and in France and suggests paths of reflection on what women can do to improve their lives in the twenty-first century. This is a must read for anyone interested in the nature of womanhood today in the Western World.

Available in PDF, EPUB and Kindle. Book excerpt: One of Latin America's leading sociologists, Manuel Antonio Garreton explores contemporary challenges to democratization in Latin America in this work originally published in Spanish in 1995. He pays particular attention to the example of Chile, analyzing the country's return to democracy and its hopes for continued prosperity following the 1973 coup that overthrew democratically elected president Salvador Allende. Garreton contends that the period of democratic crisis and authoritarian rule that characterized much of Latin America in the 1960s and 1970s was symptomatic of a larger breakdown in the way society and government worked. A new era emerged in Chile at the end of the twentieth century, Garreton argues--an era that partakes of the great changes afoot in the larger world. This edition updates Garreton's analysis of developments in Chile, considering the administration of current president Ricardo Lagos. The author concludes with an exploration of future prospects for democracy in Latin America.

Available in PDF, EPUB and Kindle. Book excerpt: Elections lie at the heart of democracy, and this book seeks to understand how the rules governing those elections are chosen. Drawing on both broad comparisons and detailed case studies, it focuses upon the electoral rules that govern what sorts of preferences voters can express and how votes translate into seats in a legislature. Through detailed examination of electoral reform politics in four countries (France, Italy, Japan, and New Zealand), Alan Renwick shows how major electoral system changes in established democracies occur through two contrasting types of reform process. Renwick rejects the simple view that electoral systems always straightforwardly reflect the interests of the politicians in power. Politicians' motivations are complex; politicians are sometimes unable to pursue reforms they want; occasionally, they are forced to accept reforms they oppose. The Politics of Electoral Reform shows how voters and reform activists can have real power over electoral reform.

Book excerpt: As southern Lebanon becomes the latest battleground for Islamist warriors, Everyday Jihad plunges us into the sprawling, heavily populated Palestinian refugee camp at Ain al-Helweh, which in the early 1990s became a site for militant Sunni Islamists. A place of refuge for Arabs hunted down in their countries of origin and a recruitment ground for young disenfranchised Palestinians, the camp--where sheikhs began actively recruiting for jihad--situated itself in the global geography of radical Islam. With pioneering fieldwork, Bernard Rougier documents how Sunni fundamentalists, combining a literal interpretation of sacred texts with a militant interpretation of jihad, took root in this Palestinian milieu. By staying very close to the religious actors, their discourse, perceptions, and means of persuasion, Rougier helps us to understand how radical religious allegiances overcome traditional nationalist sentiment and how jihadist networks grab hold in communities marked by unemployment, poverty, and despair. With the emergence of Hezbollah, the Shiite political party and guerrilla army, at the forefront of Lebanese and regional politics, relations with the Palestinians will be decisive. The Palestinian camps of Lebanon, whose disarmament is called for by the international community, constitute a contentious arena for a multitude of players: Syria and Iran, Hezbollah and the Palestinian Authority, and Bin Laden and the late Zarqawi. Witnessing everyday jihad in their midst offers readers a rare glimpse into a microcosm of the religious, sectarian, and secular struggles for the political identity of the Middle East today.
