Available in PDF, EPUB and Kindle. Book excerpt: The first big book on one of the most overlooked episodes in Canadian history, and the origin of today's greatest national debate, Let the Eastern Bastards Freeze in the Dark relives the 1918 attempt by 3 premiers to wrest control of their natural resources away from Ottawa--and end their role as second-class provinces. The oil sands. Global warming. The National Energy Program. Though these seem like modern Canadian subjects, Mary Janigan reveals them to be a legacy of longstanding regional rivalry. Something of a "Third Solitude" since entering Confederation, the West has long been overshadowed by Canada's other great national debate. But as the conflict over natural resources and their effect on climate change heats up, 150 years of antipathy are coming to a head. Janigan takes readers back to a pivotal moment in 1918, when Canada's western premiers descended on Ottawa determined to control their own future--and as Margaret MacMillan did in Paris 1919, she deftly illustrates how the results reverberate to this day.

Available in PDF, EPUB and Kindle. Book excerpt: The British North America Act of 1867 fashioned a Canadian federation which was intended to be a highly centralized union led by a powerful national government. Soon after Confederation, however, the government of Ontario took the lead in demanding a greater share of the power for the provinces, and it has continued to press this case. Professor Armstrong analyses the forces which promoted decentralization and the responses which these elicited from the federal government. He explains Ontario's reasons for pursuing this particular policy from 1867 to the Second World War. The author's sources are the private papers of federal and provincial premiers and other contemporary political figures, government publications, parliamentary debates, and newspapers. He has identified and developed three separate but related themes: the dynamic role played by private business interests in generating intergovernmental conflicts; Ontario's policy of promoting its economic growth by encouraging the processing of its resources at home; and the tremendous influence exerted by increasing urbanization and industrialization on the growth of the responsibilities of the provinces. During the 1930s, efforts to restructure the federal system were rejected by Ontario because it preferred to maintain the status quo,and was unsympathetic to greater equalization between the regions. Consequently, Ontario took a leading part in opposing the redivision of powers recommended by the Royal Commission on Dominion-Provincial Relations in 1940. This book provides part of the historical context into which current debates on the question of federalism may be fitted. It thus will be of importance and interest to historians, students of Canadian history, and the general reader alike. (Ontario Historical Studies Series: Themes)

Available in PDF, EPUB and Kindle. Book excerpt: Blue Skies and Boiler Rooms describes the evolution of the securities market in Canada, from the onset of trading, through the boom of the 1920s and the depression of the 1930s, to the outbreak of the Second World War. The book documents the problems of fraud, misrepresentation, and manipulation of prices, which plagued the securities industry from the outset and which eventually led to market regulation, first by the stock exchanges and later, after the First World War, by governments. Some people argued that regulation to prevent abuses should be modelled on the American ‘blue sky’ legislation, so named after the promises of smooth-talking con men in fly-by-night operations who victimized the unwary with sales pitches offering shares in virtually anything. Even ‘the blue sky above.’ Such legislation became necessary as shady types marketed shares of doubtful value through ‘boiler rooms,’ which used high-pressure mail and telephone selling methods to separate people from their money. This is a tale well told, with a splendid cast of crooks and raffish characters. It is also an in-depth study based on extensive primary research that captures the distinctiveness of the development of the Canadian securities market. Armstrong’s book shows that today’s Bre-X saga is only the latest in a series of episodes in which investors have fixed their hopes for quick and easy profits on speculative mining stock. It will be welcomed by students and scholars of financial, business, and economic history.

Available in PDF, EPUB and Kindle. Book excerpt: Featuring insights from some of the top specialists in the country, Fiscal Federalism in Canada unpacks numerous complexities of fiscal federalism in Canada. The book features key regional and provincial perspectives, while taking into account Indigenous realities, the three territories, and municipal affairs. The contributing authors go beyond the major federal transfers to examine the financing of education, cities, infrastructure, and housing. This volume shows that fiscal federalism is much more than simply an aggregate of individual programs and transfers. It highlights the role of actors other than the federal and provincial governments and recalls the importance of territoriality. The book pays close attention to the political dimension of fiscal federalism in Canada, which is at the heart of how the federation functions and is essential to its governance. Fiscal federalism is central to the funding of critical programs through intergovernmental transfers, but it is also the focus of political debates on territorial redistribution. In tackling essential questions, Fiscal Federalism in Canada contributes to the so-called second-generation fiscal federalism literature, taking stock of the critical sociological and political issues at its core.

Available in PDF, EPUB and Kindle. Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Introducing the idealistic Canadians who fought for equity along with their radically different proposals to achieve it The Art of Sharing makes the case that a willingness to share financial resources is the real tie that has bound the federation together into the twenty-first century.

Book excerpt: Essential Readings in Canadian Constitutional Politics introduces students, scholars, and practitioners to classic authors and writings on the principles of the Canadian Constitution as well as to select contemporary material. To complement rather than duplicate the state of the field, it deals with the Canadian Charter of Rights and Freedoms and with Canadian mega-constitutional politics in passing only, focusing instead on institutions, federalism, intergovernmental relations, bilingualism and binationalism, the judiciary, minority rights, and constitutional renewal. Many of the selections reverberate well beyond Canada's borders, making this volume an unrivalled resource for anyone interested in constitutional governance and democratic politics in diverse societies.
