This handbook provides a state of the art overview of recent scholarship on public accountability. It collects, consolidates, and integrates an upsurge of inquiry currently scattered across many disciplines and subdisciplines. It provides a one-stop-shop on the subject, not only for academics who study accountability, but also for practitioners who are designing, adjusting, or struggling with mechanisms for accountable governance. Drawing on the best scholars in the field from around the world, The Oxford Handbook of Public Accountability showcases conceptual and normative as well as the empirical approaches in public accountability studies. In addition to giving an overview of scholarly research in a variety of disciplines, it takes stock of a wide range of accountability mechanisms and practices across the public, private and non-profit sectors, making this volume a must-have for both practitioners and scholars, both established and new to the field.

Book excerpt: Combining data from nearly 100 interviews with national parliamentarians from ten Asian countries, the contributors to this book analyze and evaluate the advancement of gender equality in Asia. As of the year 2022, no country in Asia has gender parity in its parliament. Meanwhile, the proportion of national-level women parliamentarians in Asia averages a mere 20%. What is more important than simple descriptive representation, however, is whether outcomes for women are improving. Rather than focusing on numerical representation, the chapters in this book focus on the substantive representation of women. In other words, what do women and men parliamentarians do to advance women’s well-being and gender equality? Using semi-structured interviews, the author of each chapter examines these efforts in the context of a specific Asian country. The case studies include Bangladesh, Indonesia, Japan, Malaysia, Nepal, the Philippines, South Korea, Sri Lanka, Taiwan, and Timor-Leste. The book is an essential resource for scholars and students of Asian politics and the politics of gender.

Available in PDF, EPUB and Kindle. Book excerpt: The various and different Middle Eastern countries are addressing new key reform and governance reform processes but also administration and policy issues of enduring importance; decentralization and local government, non-profit organizations, political culture, and reform of the policy process. This book provides assessment of national strategies for reform in public administration and policy, how these strategies have fared in implementation; and what challenges must be overcome to achieve real and sustainable progress. Seven country case studies will explore the overall policy-making process from a critical perspective and consider how it could be strengthened. Four cases will deal with the controversial issues of decentralization of power and decision-making. Two cases will address the role of civil society in the policymaking and reform process. Introductory and concluding chapters will place these discussions in context and draw the primary lessons for policy-makers. The main objectives of the book are to present different examples of specific public policy and administration, as well as governance issues in the Middle East so that policymakers (both in the region and the world who are interested in the Middle East), as well as practitioners, scholars and graduate students can utilize the book as a study guide to better understand various dynamics in governance in the Middle East. This approach will enable the volume to bridge global perspectives on governance development with regional perspectives and experience, bringing shared expertise, intellectual inquisitiveness, and experience in the professional practice of public policy and administration to bear on these common challenges.

Available in PDF, EPUB and Kindle. Book excerpt: This handbook showcases the rich varieties of legislatures that exist in Asia and explains how political power is constituted in 17 jurisdictions in East, Southeast and South Asia. Legislatures in Asia come in all stripes. Liberal democracies co-exist cheek by jowl with autocracies; semi-democratic and competitive authoritarian systems abound. While all legislatures exist to make law and confer legitimacy on the political leadership, how representative they are of the people they govern differs dramatically across the continent, such that it is impossible to identify a common Asian prototype. Divided into thematic and country-by-country sections, this handbook is a one-stop reference that surveys the range of political systems operating in Asia. Each jurisdiction chapter examines the structure and composition of its legislature, the powers of the legislature, the legislative process, thereby providing a clear picture of how each legislature operates both in theory and in practice. The book also thematically analyses the following political systems operating in Asia: communist regimes, liberal democracies, dominant party democracies, turbulent democracies, presidential democracies, military regimes and protean authoritarian rule. This handbook is a vital and comprehensive resource for scholars of constitutional law and politics in Asia.

Available in PDF, EPUB and Kindle. Book excerpt: By whatever name they are known (Parliaments, Legislatures, or Assemblies, to name but three) legislative assemblies in democratic societies face the twin challenges of institutional capacity and accountability to their citizens. In addressing these challenges, assemblies vary in the extent to which they serve the respective interests of three critical sets of actors: their members, party leaders, and voters. In this book, Shane Martin and Kaare W. Strøm identify three ideal types of democratic assemblies - the members' assembly, the leaders' assembly, and the voters' assembly - and analyze national legislative assemblies in the world's 68 most populous democracies, from Finland to Papua New Guinea, in light of these models. Based on extensive new cross-national data, they trace the implications of the three assembly types for the design, internal organization, resources, and powers of democratic national assemblies, develop indices of each assembly type, and score each of the 68 legislative assemblies on these indices. The analysis of legislative re-election rates in these countries reveals that the fate of incumbents depends on member resources as well as on leadership control, but is ultimately constrained by voter confidence. In conclusion, the authors discuss the past and future trajectories of legislative assemblies, including their susceptibility to democratic backsliding.

Available in PDF, EPUB and Kindle. Book excerpt: Northern Ireland’s power- sharing Assembly is understudied in the legislative studies literature. Having been suspended (or de facto suspended) for around 40% of its existence, conversation has tended to focus more on the wider political problems in which the Assembly has been enmeshed and less on its day-to-day functions as a legislature. This book is the first to examine how the Assembly fulfils the four core functions of a legislature: representation, linkage, scrutiny, and policy- making. Using Members of the Legislative Assembly (MLAs) as the primary unit of analysis, the book explores: who and how MLAs represent; their approach to cultivating links with constituents; their use of parliamentary scrutiny tools; and their contribution to law- making. The book grounds its analysis in original data sourced from elite interviews, surveys, parliamentary questions, legislation, and the Official Report of parliamentary proceedings. Readers will therefore be able to reflect on whether the Assembly’s (often poor) reputations comport with empirical realities. This book contributes to debates in the legislative studies and consociational power- sharing literatures, and will be of interest to students and scholars of parliaments, devolution, and Northern Ireland politics.

Book excerpt: This volume focuses on the U.S. Congress, its history, constitutional powers, daily workings, and the politics that affect its operation. Spanning the history of the federal system of government of the United States, The Legislative Branch of Federal Government: People, Process, and Politics looks at the evolution of the U.S. Congress over the past 225+ years, then describes its current structure, responsibilities, and daily operations. Readers will learn how congressional powers have changed with different interpretations of the Constitution, how a colorful gallery of power brokers (famous and infamous) made its mark, and how politics (both electoral and within the Capitol) affects legislation, oversight efforts, and other actions. The volume includes a "mini-pedia" of alphabetically organized entries and the concluding chapter highlights some fascinating examples of interactions between Congress and the other branches of federal government.
