It does not discriminate by education, age, religion, etc. DV includes any type of violence or abuse that occurs within a domestic setting. For the purposes of this study, this content primarily focuses on intimate partner violence (IPV) as the main form of DV and is used interchangeably throughout the text. This study examines the influence of population density on arrest rates for DV and some factors behind the likelihood of arrests in urban and rural areas. The literature between both of these societies has demonstrated a clear difference in social behaviors that shape the response to DV (Websdale and Johnson 1998). Normative social influence theory suggests that people's influence may lead someone to conform in order to be liked or accepted by a group (Izuma 2017). This theory hypothesizes that the proportion of people living in rural per county will have fewer arrests for DV than the proportion of people living in non-rural areas because of the need for positive relationships that can lead to conformity (Izuma 2017). Furthermore, it is predicted that there are less arrests in rural areas because of the effects of informal social controls in these areas. Informal social controls can take place between police and citizens that may interact more personally through socialization. An example is when citizens take matters into their own hands, therefore prolonging the reporting of crimes to police. This study uses secondary data provided by sources such as the Florida Department of Law Enforcement (FDLE) website and Social Explorer. Broader implications of this research are that it could shed some light on the social dynamics that impact the outcome of crime in both densely populated and sparsely populated areas.

(2) Are measures of social disorganization (poverty, racial heterogeneity, and residential stability) at the county level correlated with the availability of victim services for urban and rural counties? (3) Are measures of cultural factors at the county level correlated with the availability of victim services for urban and rural counties? (4) Is domestic violence and victim need as prevalent in rural counties as in urban counties? (5) Do measures of rurality (such as population density), social disorganization measures at the county and place level, rural cultural factors, or victim need better determine the current availability of services? The main goal of this research is to analyze whether domestic violence emergency services are available where the greatest need is located.

According to the U.S. Department of Justice, rape, assault, and robbery rates tripled in rural communities from 1965 to 1992. Rural violence differs from urban violence in several key ways: rural victims of violence are much more likely to know their assailants than victims in urban areas; rural victims are more likely to report that the perpetrator was using alcohol as compared to urban victims; and while crime rates in rural areas are generally lower than urban or suburban areas, rural women are just as likely to experience violence at the hands of an intimate partner as their urban and suburban counterparts. Efforts that make a difference across all categories of violence include reducing drug and alcohol abuse, increasing community collaboration and education, reducing poverty, increasing the availability of health care and safe places for victims, and restricting access to firearms. The first part of the report lists strategies pertaining to physical assault, child abuse, rape and sexual assault, domestic abuse, elder abuse, suicide, and bias (hate) crimes. Strategies are categorized according to the research information available about their effectiveness. Those strategies that have been applied and studied in rural areas are specifically noted. Most strategies are followed by a reference number indicating a brief summary of the strategy in the appendix. The second part of the report includes a set of worksheets to help communities monitor violence and prevention efforts and assess the level of services available for dealing with violence. However, those valid purposes can limit non-lawyers from engaging in otherwise helpful activities, particularly in the domestic violence arena. For instance, the laws against the unauthorized practice of law have been relaxed in some states, including Illinois, in the case of laypersons working to assist domestic violence victims in court to allow those who cannot afford a lawyer to have a helping hand from a knowledgeable and trained layperson or victim advocate. Librarians are ideally suited, especially in rural areas, to serve as advocates, at least within the confines of the library, to domestic violence victims as well. Indeed, with the proper training, librarians could be an ideal partner to combating domestic abuse in rural areas, as many victims of domestic abuse are prevented from working outside the home and may only be permitted by their abuser to access public places, like a library, without punishment. To establish this premise, the Article will begin by attempting to define the term rural to better form a context for the surrounding discussion of a specific portion of the domestic violence victim population. Next, the Article will further elaborate on the specific needs of domestic violence victims in rural areas, where shelters and legal services are often limited or absent. Then, the Article will explain why unauthorized practice of law (UPL) policies exist generally and how they have been interpreted to apply to librarians. Additionally, the relaxation of domestic UPL policies, with respect to domestic violence advocates, will be explained. Finally, some examples of the justification for and use of librarians to serve the domestic violence population will be examined. The Article will conclude with a plea for more efforts to train rural librarians to support domestic violence victims.
