A civil law, the PWDVA was meant to combat violence against women in familial and intimate spaces. In The Violent Domestic, the authors ask: how effective has this law been? Have there been any changes in institutional regimes and their politics as a result of this legislation? They look at seven districts of West Bengal and interrogate, through the testimonies of survivors, whether the law reshapes the domestic, or whether the embeddedness of violence in the domestic is so complete that change through law must necessarily be partial and imperfect. Importantly, the questions the authors ask go beyond the heteronormative approach that centres only the married woman in the discourse around domestic violence. Tracing its appearance in Article IV of the Constitution, slave narratives, police notation, cybernetic theories of affect, criminal trials, and the “look” of the battered woman, Moore contends that domestic violence refers to more than violence between intimate partners—it denotes the mechanisms of racial hierarchy and oppression that undergird republican government in the United States. Moore connects the use of photographic evidence of domestic violence in courtrooms, which often stands in for women’s testimony, to slaves’ silent experience and witnessing of domestic abuse. Drawing on Harriet Jacobs’s Incidents in the Life of a Slave Girl, abolitionist print culture, courtroom witness testimony, and the work of Hortense Spillers, Moore shows how the logic of slavery and antiblack racism also dictates the silencing techniques of the contemporary domestic violence courtroom. By positioning testimony on contemporary domestic violence prosecution within the archive of slavery, Moore demonstrates that domestic violence and its image are haunted by black bodies, black flesh, and black freedom. Book excerpt: This book defends progressive political interventions to erode the gendered division of labor as legitimate exercises of coercive political power. The gendered division of labor is widely regarded as the linchpin of gender injustice. The process of gender equalization in domestic and paid labor allocations has stalled, and a growing number of scholars argue that, absent political intervention, further eroding of the gendered division of labor will not be forthcoming anytime soon. Certain political interventions could jumpstart the stalled gender revolution, but beyond their prospects for effectiveness, such interventions stand in need of another kind of justification. In a diverse, liberal state, reasonable citizens will disagree about what makes for a good life and a good society. Because a fundamental commitment of liberalism is to limit political intrusion into the lives of citizens and allow considerable space for those citizens to act on their own conceptions of the good, questions of legitimacy arise. Legitimacy concerns the constraints we must abide by as we seek collective political solutions to our shared social problems, given that we will disagree, reasonably, both about what constitutes a problem and about what costs we should be willing to incur to fix it. The interventions in question would effectively subsidize gender egalitarian lifestyles at a cost to those who prefer to maintain a traditional gendered division of labor. In a pluralistic, liberal society where many citizens reasonably resist the feminist agenda, can we legitimately use scarce public resources to finance coercive interventions to subsidize gender egalitarianism? This book argues that they can, and moreover, that they can even by the lights of political liberalism, a particularly demanding theory of liberal legitimacy.

Older women receive smaller Social Security payments and are less likely to have private pensions. They are twice as likely as men to need a caregiver and twice as likely as men to be a caregiver. Recent efforts of some in Washington to reduce and privatize social welfare programs threaten to exacerbate existing gender disparities among older Americans. They also threaten to exacerbate inequality among women by race, class, and marital status. Madonna Harrington Meyer and Pamela Herd explain these disparities and assess how proposed policy reforms would affect inequality among the aged. Market Friendly or Family Friendly? documents the cumulative disadvantages that make it so difficult for women to achieve economic and health security when they retire. Wage discrimination and occupational segregation reduce women's lifetime earnings, depressing their savings and Social Security benefits. While more women are employed today than a generation ago, they continue to shoulder a greater share of the care burden for children, the disabled, and the elderly. Moreover, as marriage rates have declined, more working mothers are raising children single-handedly. Women face higher rates of health problems due to their lower earnings and the high demands associated with unpaid care work. There are also financial consequences to these family and work patterns. Harrington Meyer and Herd contrast the impact of market friendly programs that maximize individual choice, risk, and responsibility with family friendly programs aimed at redistributing risks and resources. They evaluate popular policies on the current agenda, considering the implications for inequality. But they also evaluate less discussed policy proposals. In particular, minimum benefits for Social Security, as well as credits for raising children, would improve economic security for all, regardless of marital status. National health insurance would also reduce inequality, as would reforms to Medicare, particularly increased coverage of long term care. Just as important are policies such as universal preschool and paid family leave aimed at reducing the disadvantages women face during their working years. The gender gaps that women experience during their work and family lives culminate in income and health disparities between men and women during retirement, but the problem has received scant attention. Market Friendly or Family Friendly? is a comprehensive introduction to this issue, and a significant contribution to the debate over the future of America's entitlement programs. The ways in which members of a particular society use force reveal a great deal about the nature of authority within the group and about its members' priorities. Martha Finnemore uses one type of force, military intervention, as a window onto the shifting character of international society. She examines the changes, over the past 400 years, in why countries intervene militarily as well as in the ways they have intervened. It is not the fact of intervention that has altered, she says, but rather the reasons for and meaning behind intervention—the conventional understanding of the purposes for which states can and should use force. Finnemore looks at three types of intervention: collecting debts, addressing humanitarian crises, and acting against states perceived as threats to international peace. In all three, she finds that what is now considered "obvious" was vigorously contested or even rejected by people in earlier periods for well-articulated and logical reasons. A broad historical perspective allows her to explicate long-term trends: the steady erosion of force's normative value in international politics, the growing influence of equality norms in many aspects of global political life, and the increasing importance of law in intervention practices.
