This act resulted from frustration in Congress and among certain military officers concerning what they believed to be the poor quality of military advice available to civilian decision-makers. It also derived from the U.S. military's perceived inability to conduct successful joint or multi-service operations. The act, passes after four years of legislative debate, designated the Chairman of the Joint Chiefs of Staff as the principal military advisor to the President and sought to foster greater cooperation among the military services. Goldwater-Nichols marks the latest attempt to balance competing tendencies within the Department of Defense, namely centralization versus decentralization and geographic versus functional distributions of power. As a result of the Goldwater-Nichols Act, the Chairman of the Joint Chiefs has achieved prominence, but his assignment is somewhat contradictory: the spokesman and thus the advocate for the Commander in Chief, while simultaneously the provider of objective advice to the President. While the act did succeed in strengthening the CINCs' authority and in contributing to the dramatic U.S. achievements in the Gulf War, the air and ground campaigns revealed weaknesses in the CINCs' capability to plan joint operations. In addition, the increased role of the military in ad hoc peacekeeping operations has challenged the U.S. military's current organizational structure for the quick deployment of troops from the various services. Rapid technological advances and post-Cold War strategic uncertainty also complicate the U.S. military's organizational structure.

The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

Book excerpt: Two major ways in which the Department of Defense (DoD) strives to improve its efficiency is through the consolidation of defense facilities and changes in its governance structure (e.g., reorganization of defense agencies or field activities). Both types of initiatives can have significant effects on the governance structure and physical infrastructure of institutions that offer education, training, and development (ET AND D) to DoD personnel. In anticipation of future DoD efficiency improvement efforts, the DoD Office of the Chancellor for Education and Professional Development asked the RAND Corporation to examine the ways in which selected ET AND D institutions have been affected by past initiatives. This document reviews the experiences of four institutions. Two of these institutions, the Defense Information School (DINFOS) and the DoD Polygraph Institute (DoDPI), experienced significant changes in their infrastructure in the 1990s. The other two institutions, the Defense Language Institute Foreign Language Center (DLIFLC) and the National Geospatial Intelligence College (NGC), did not experience much change during that decade. For each case study site, the authors document the rationale and processes that preceded decisions about infrastructure change, describe the institutional context at the time of the proposed change, provide a detailed account of the change process in cases where change occurred, and generate an assessment of the effects of changes on the institution's effectiveness and efficiency. The authors conclude with a summary of lessons learned from the case studies and recommendations to institutional leaders and sponsors faced with decisions about infrastructure change.

Book excerpt: The Goldwater-Nichols Department of Defense (DoD) Reorganization Act of 1986 directed a broad range of organizational and functional changes to improve the ability of the military services to carry out successful joint military operations. However, from the act's initial implementation, the defense agencies and the services have raised numerous concerns about its provisions and procedures. Congress recognized these concerns and tasked DoD to revisit the implementation of the Goldwater-Nichols legislation. The conferees of the 1993 National Defense Authorization Act reviewed the procedures, both statutory and regulatory, for designating a position as a joint duty assignment and concluded that 'the time has come to reconsider the joint duty assignment list, particularly with respect to Defense Agencies.' In response to a request by the Director of Manpower and Personnel of the Joint Staff (JS/J-1), RAND examined the joint officer management that forms the basis of the response to the congressional directives. To respond to Congress effectively, the research approached the issue of joint officer management from both the demand and supply sides. The goal of the demand-side research was to recommend a procedure for measuring the joint content of a position; the goal of the supply-side research was to determine how many of the positions with joint content the services could support. This report describes the results of the supply-side analysis.
