Book excerpt: The global threat landscape is constantly evolving and remaining competitive and modernizing our digital environment for great power competition is imperative for the Department of Defense. We must act now to secure our future. This Digital Modernization Strategy is the cornerstone for advancing our digital environment to afford the Joint Force a competitive advantage in the modern battlespace. Our approach is simple. We will increase technological capabilities across the Department and strengthen overall adoption of enterprise systems to expand the competitive space in the digital arena. We will achieve this through four strategic initiatives: innovation for advantage, optimization, resilient cybersecurity, and cultivation of talent. The Digital Modernization Strategy provides a roadmap to support implementation of the National Defense Strategy lines of effort through the lens of cloud, artificial intelligence, command, control and communications and cybersecurity. This approach will enable increased lethality for the Joint warfighter, empower new partnerships that will drive mission success, and implement new reforms enacted to improve capabilities across the information enterprise. The strategy also highlights two important elements that will create an enduring and outcome driven strategy. First, it articulates an enterprise view of the future where more common foundational technology is delivered across the DoD Components. Secondly, the strategy calls for a Management System that drives outcomes through a metric driven approach, tied to new DoD CIO authorities granted by Congress for both technology budgets and standards. As we modernize our digital environment across the Department, we must recognize now more than ever the importance of collaboration with our industry and academic partners. I expect the senior leaders of our Department, the Services, and the Joint Warfighting community to take the intent and guidance in this strategy and drive implementation to achieve results in support of our mission to Defend the Nation.

Book excerpt: In 1995, we first designated the Department of Defense's (DOD) business systems modernization program as "high risk," and we continue to designate it as such today. To assist in addressing this high-risk area, Congress passed legislation consistent with prior GAO recommendations for Defense to develop a business enterprise architecture (BEA). In September 2006, DOD released version 4.0 of its BEA, which despite improvements over prior versions, was not aligned with component architectures. Subsequently, Defense issued a strategy for extending its BEA to the component military services and defense agencies. To support GAO's legislative mandate to review DOD's BEA, GAO assessed DOD's progress in defining this strategy by comparing it with prior findings and recommendations relevant to the strategy's content.

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

In comments, DoD largely disagreed with GAO's recommendation, noting that elements of it were either unnecessary or not appropriately focused.

Book excerpt: "The Department of Defense's (DoD) mission is to provide the military forces needed to deter war and ensure our nation's security. The DoD now recognizes that data is a strategic asset that must be operationalized in order to provide a lethal and effective Joint Force that, combined with our network of allies and partners, sustains American influence and advances shared security and prosperity. Improving data management will enhance the Department's ability to fight and win wars in an era of great power competition, and it will enable operators and military decision-makers to harness data to capitalize on strategic and tactical opportunities that are currently unavailable. We have a responsibility to gain full value from DoD capabilities and investments, thereby earning the trust of the operational warfighter, the U.S. Congress, and the American people. Embracing new data driven concepts and leveraging commercial-sector innovations will improve military operations and increase lethality. To enable this change, the Department is adopting new technologies as part of its Digital Modernization program - from automation to Artificial Intelligence (Al) to 5G-enabled edge devices. However, the success of these efforts depends upon fueling this digital infrastructure in a secure manner with the vast flows of data available from external sources, DoD systems, and connected sensors and platforms. Adversaries are also racing to amass data superiority, and whichever side can better leverage data will gain military advantage. Our ability to fight and win wars requires that we become world leaders in operationalizing and protecting our data resources at speed and scale. The DoD Data Strategy supports Digital Modernization by providing the overarching vision, guiding principles, essential capabilities, goals, and objectives necessary to navigate this transition and transform into a data-centric enterprise. While opportunities to improve proficiency and efficiency are everywhere, this strategy focuses efforts on Joint Warfighting, Senior Leader Decision Support, and Business Analytics. Success cannot be taken for granted. The responsibility of all DoD leaders is to treat data as a weapon system and manage, secure, and use data for operational effect. The warfighter is counting on us to ensure that the U.S. military remains the most potent and effective fighting force in the world."--Forward

Available in PDF, EPUB and Kindle. Book excerpt: The Army must be manned, equipped and trained to prevent conflict, shape the security environments and win wars. When adequately tailored, the Army, as part of the Joint Force, provides multiple options, integrates efforts of multiple partners and operates across multiple domains to present enemies and adversaries with multiple dilemmas. The Army Operating Concept, October 2014, identifies the first order capabilities the Army needs to meet these challenges. This Army Equipment Modernization Strategy describes how the Army will apply resources to adapt materiel in the near-term, evolve programs in the mid-term and innovate with Science and Technology for the long-term. In the near-term through FY 2020, the Army will use existing capabilities in new ways, modify and adapt capabilities to respond to new needs and more rapidly exploit new opportunities with innovative approaches. The Army must adapt faster than enemies and potential adversaries. In the mid-term, FY 2021-2029, the Army will evolve capabilities to retain overmatch and enhance expeditionary maneuver to rapidly deploy and conduct operations with ample duration and sufficient scale to win. For the long-term, the Army will innovate with less mature, but promising technologies to sustain Army asymmetric advantages and achieve significant leaps in warfighting efficiency and effectiveness. The Army Equipment Modernization Strategy applies the first principles for technological development which emphasize the integration of technology with Soldiers and teams to Enhance the Soldier for Broad Joint Mission Support. Our Soldiers and our foundational tactical formation, the Squad, must Remain Prepared for Joint Combined Arms Maneuver to defeat enemies at close quarters in urban and complex terrain. Our formations must possess the right combination of mobility, protection and lethality to fight and win. This strategy seeks to simplify systems, maximize reliability, describe equipment that ensures the capacity and readiness to accomplish any mission and reduce logistical demands and life cycle costs. It ensures interoperability and anticipates enemy countermeasures and Enables Mission Command by investing in a network with agile and expeditionary tactical command posts that are supported by a more robust home station architecture.

Book excerpt: Along with the rest of the U.S. government, the Department of Defense (DoD) depends on cyberspace to function. DoD operates over 15,000 networks and seven million computing devices across hundreds of installations in dozens of countries around the globe. DoD uses cyberspace to enable its military, intelligence, and business operations, including the movement of personnel and material and the command and control of the full spectrum of military operations. The Department and the nation have vulnerabilities in cyberspace. Our reliance on cyberspace stands in stark contrast to the inadequacy of our cybersecurity -- the security of the technologies that we use each day. Moreover, the continuing growth of networked systems, devices, and platforms means that cyberspace is embedded into an increasing number of capabilities upon which DoD relies to complete its mission. Today, many foreign nations are working to exploit DoD unclassified and classified networks, and some foreign intelligence organizations have already acquired the capacity to disrupt elements of DoD's information infrastructure. Moreover, non-state actors increasingly threaten to penetrate and disrupt DoD networks and systems. DoD, working with its interagency and international partners, seeks to mitigate the risks posed to U.S. and allied cyberspace capabilities, while protecting and respecting the principles of privacy and civil liberties, free expression, and innovation that have made cyberspace an integral part of U.S. prosperity and security. How the Department leverages the opportunities of cyberspace, while managing inherent uncertainties and reducing vulnerabilities, will significantly impact U.S. defensive readiness and national security for years to come.

Available in PDF, EPUB and Kindle. Book excerpt: Fight for the Final Frontier uses the concepts associated with irregular warfare to offer new insights for understanding the nature of strategic competition in space. Today’s most pressing security concerns are best considered using an irregular warfare lens because incidents and points of potential conflict fall outside the definition of armed conflict. While some universal rules of combat apply across all domains, conflict in space up-ends and flips those assumed standards of understanding. John Klein provides a solution to reckoning with the many malicious, nefarious, and irresponsible behaviors in the space domain by using the irregular warfare framework. This offers a new paradigm through which one can view and study conflict, outside traditional combat, involving state and non-state actors. A “war” in space will be utterly unlike any that have happened on Earth, though scholars can provide lessons from past conflict to understand the flashpoints in the heavens. Providing the needed foundational understanding, Fight for the Final Frontier makes the case that irregular warfare in the space domain is shaped by the fundamental nature of all warfare, along with universal principles of strategy and the essential unity of all strategic experience. Going one step further, John Klein outlines the new arenas for battle, new areas of conflict and competition, and the necessary concepts for operating in this bold new frontier.

One key to effectively modernizing DoD¿s systems environment and satisfying relevant legislative requirements is ensuring that business system investments comply with an enterprisewide strategic blueprint, commonly called an enterprise architecture. For DoD¿s business systems modernization, it is developing and using a federated Business Enterprise Architecture (BEA), which is a coherent family of parent and subsidiary architectures. This report determines whether key Dept. of the Navy business systems modernization programs comply with DoD¿s federated BEA. Charts and tables.
