Experimenting with a variety of policies on health, housing, education, and labor, these reformers—settlement workers, educationalists, Americanizers, government officials, and employers—attempted to transform the Mexican community with a variety of distinct and often competing agendas. In Race, Place, and Reform in Mexican Los Angeles, Stephanie Lewthwaite presents evidence from a myriad of sources that these varied agendas of reform consistently supported the creation of racial, ethnic, and cultural differences across Los Angeles. Reformers simultaneously promoted acculturation and racialization, creating a “landscape of difference” that significantly shaped the place and status of Mexican immigrants and Mexican Americans from the Progressive era through the New Deal. The book journeys across the urban, suburban, and rural spaces of Greater Los Angeles as it moves through time and examines the rural–urban migration of Mexicans on both a local and a transnational scale. Part 1 traverses the world of Progressive reform in urban Los Angeles, exploring the link between the region’s territorial and industrial expansion, early campaigns for social and housing reform, and the emergence of a first-generation Mexican immigrant population. Part 2 documents the shift from official Americanization and assimilation toward nativism and exclusion. Here Lewthwaite examines competing cultures of reform and the challenges to assimilation from Mexican nationalists and American nativists. Part 3 analyzes reform during the New Deal, which spawned the active resistance of second-generation Mexican Americans. By the time they reached the West Coast, their new settlements included African Americans and recent Asian immigrants, as well as the indigenous inhabitants and descendants of earlier Spanish and Mexican settlers. The Coveted Westside deals with the settlement and development of Los Angeles in the context of its multiracial, multiethnic population, especially African Americans. Mandel exposes the enduring struggle between Whites determined to establish their hegemony and create residential heterogeneity in the growing city, and people of color equally determined to obtain full access to the city and the opportunities, including residential, that it offered. Not only does this book document the Black homeowners’ fight against housing discrimination, it shares personal accounts of Blacks’ efforts to settle in the highly desirable Westside of Los Angeles. Mandel explores the White-derived social and legal mechanisms that created this segregated city and the African American-led movement that challenged efforts to block access to fair housing.

In the nineteenth century, for example, "density" was considered an evil, and reformers struggled mightily to move the working poor out to areas where better sanitation and flowers and parks "made life seem worth the living." It's only by paying very close attention to the ways metropolitan nature has been constructed and construed that meaningful lessons can be drawn. History matters. So here are the plants and animals of the Los Angeles basin, its rivers and watersheds. Here are the landscapes of fact and fantasy, the historical actors, events, and circumstances that have proved transformative over and over again. The first census of the newly formed Los Angeles County in 1850 recorded only twelve Americans of African descent alongside a population of more than 3,500 Anglo Americans. Over the following seventy years, however, the African American founding families of Los Angeles forged a vibrant community within the increasingly segregated and stratified city. In this book, historian Marne L. Campbell examines the intersections of race, class, and gender to produce a social history of community formation and cultural expression in Los Angeles. Expanding on the traditional narrative of middle-class uplift, Campbell demonstrates that the black working class, largely through the efforts of women, fought to secure their own economic and social freedom by forging communal bonds with black elites and other communities of color. This women-led, black working-class agency and cross-racial community building, Campbell argues, was markedly more successful in Los Angeles than in any other region in the country. Drawing from an extensive database of all African American households between 1850 and 1910, Campbell vividly tells the story of how middle-class African Americans were able to live, work, and establish a community of their own in the growing city of Los Angeles.
