Book excerpt: "In a century of horrors, Guatemala from 1954 to the present has been a bloody scene of some of the worst horrors—and the United States has been deeply involved. Drawing upon 30 years of experience in Central America, hundreds of interviews, and analyses of the vast documentary materials, Susanne Jonas masterfully explains not only how the Guatemalan tragedies, the U.S. involvement, and the stumbling 1990s peace process developed. She also raises fundamental questions about the badly misunderstood and much over-hyped 'democratic transition' supposedly occurring in Guatemala and elsewhere in the region." —Walter LaFeber Cornell University, author of Inevitable Revolutions: The United States in Central America

Available in PDF, EPUB and Kindle. Book excerpt: In the twenty-first century, fighting impunity has become both the rallying cry and a metric of progress for human rights. The new emphasis on criminal prosecution represents a fundamental change in the positions and priorities of students and practitioners of human rights and transitional justice: it has become almost unquestionable common sense that criminal punishment is a legal, political, and pragmatic imperative for addressing human rights violations. This book challenges that common sense. It does so by documenting and critically analyzing the trend toward an anti-impunity norm in a variety of institutional and geographical contexts, with an eye toward the interaction between practices at the global and local levels. Together, the chapters demonstrate how this laser focus on anti-impunity has created blind spots in practice and in scholarship that result in a constricted response to human rights violations, a narrowed conception of justice, and an impoverished approach to peace.

Book excerpt: This book examines Argentine foreign policy under the military dictatorship from 1976–1983, also known as the National Reorganization Process. It brings together case studies on the most distinctive decisions and key issues in the regime’s foreign relations, including the international response to human rights violations, the dispute with Chile over the Beagle Channel, covert operations in Central America, the Argentine nuclear program, and the Falklands War. Lisińska examines the influence of ideological factors on foreign policy decisions, highlighting the relationship between the nationalism shaping the military’s policy goals and its pragmatic approach to achieving them.

Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: To what extent are Canada and Mexico "natural allies" in continental and world affairs? How will this relationship unfold in terms of security issues in the aftermath of the Cold War? These questions were the focus of a workshop held in Mexico City in 1994 from which this book took its themes: historical context, American influence, and potential cooperative security options. A process of redefining "security" concerns in a changing hemisphere is clearly underway, and Natural Allies? examines economic factors, drug trafficking, questions of autonomy and strategic alliance, and defence priorities as intersecting interests in the Canada-Mexico dialogue. This is volume two in CHANGING AMERICAS, a series published in collaboration with the Canadian Foundation for the Americas (FOCAL).
