Book excerpt: Italy's adoption of the euro in 1999 was hailed as a major political achievement and an opportunity to secure macroeconomic stability and push through reforms which domestic institutional and political weaknesses would otherwise have made difficult. At the same time, it was clear that the single currency would bring significant challenges: exchange rate adjustments could no longer be used as a quick fix in the event of competitiveness losses and the fiscal authorities would have to respect the discipline imposed by the Stability and Growth Pact. A decade after the creation of the Economic and Monetary Union (EMU), Italy is still adjusting to the new policy environment created by the euro. This book assesses Italy's experience in EMU to date, identifies the main challenges ahead, outlines key policy issues that will continue to shape the economic debate, and highlights how Italy's experience offers lessons for other current and prospective euro area members. Bringing together contributions from policymakers, academics, international organisations and the market, this book is essential reading for all those interested in the economic challenges facing Italy and EMU more widely.

Book excerpt: Unemployment levels are on the rise nearly everywhere, and the rate is particularly high among young people. If this trend is not reversed, the potential long-term economic and social damage is incalculable. For this reason a particular urgency attended an international conference on the subject held in March 2009 at the Marco Biagi Foundation in Modena, Italy, in the course of which specialists in labour law, human resources management, labour economics, sociology, education, and statistics met to present and compare research. This issue of the Bulletin of Comparative Labour Relations includes a selection of the papers presented at that conference. Although the selected essays present findings on specific issues in particular countries, the general applicability at the global level is evident. Assessing measures taken to deal with youth unemployment in thirteen countries (Italy, Spain, Russia, Sweden, Bulgaria, Estonia, Hungary, Poland, Israel, Nigeria, the United States, China, and Singapore), twenty-five leading authorities describe and analyse such aspects of the problem as the following: vocational education and training; quality of employment as well as quantity; links between educational institutions and local, national and international enterprises; consultation and co-operation between employers' associations and trade unions; job security vs. employment security; funding for postgraduate programmes, internships, and on-the-job vocational training; career development for future managers; safeguards for workers in a framework of flexibility; labour market pressure from unskilled immigrant workers; 'earn-as-you-learn' schemes; work in the informal economy; and the rationale behind the phasing out of passive labour market measures for school leavers such as unemployment benefits.

Available in PDF, EPUB and Kindle. Book excerpt: This book helps in pushing forward a Kaleckian research agenda that is even more urgent given the 2007-2009 financial crisis and the current post-COVID recovery. Michał Kalecki was a leading heterodox economist, whose influence in the field perhaps even surpasses that of Keynes. Kalecki’s insights are even more relevant today, and scholars are encouraged to apply his conclusions to ensure the sustainability of our economic systems. This edited volume, honouring the work of Michał Kalecki, includes chapters contributed by celebrated Kaleckian economists. In honour of the 50th anniversary of his demise, the Review of Political Economy (ROPE) and Edward Lipiński Foundation hosted a conference in September 2020 to celebrate his contribution to heterodox economics and his lasting legacy. These chapters, honouring the work of Michał Kalecki, span a panoply of topics and include a personal note from one of his former students and friend, and cover topics such as Kalecki’s relationship with the Cantabrigians, labour economics, fiscal policy, income distribution, gender, finance, debt, and democracy. The chapters in this book were originally published as a special issue of the journal Review of Political Economy.

Available in PDF, EPUB and Kindle. Book excerpt: Though crises arise organically in all political systems, this volume treats the current challenges facing the EU as a unique situation. It takes stock of its losses, gains, and opportunities and what constitutes a viable solution to the EU’s current predicament. By envisioning the EU as an evolving rather than static body, this collection zeroes in on the conceptual weaknesses that destabilized the EU and the factors that will help the organization rethink its place and purpose. This book clarifies aspects of EU parliamentarism within the context of the unfolding crisis and addresses political cohesion and institutional integration. It ultimately stresses the role of perception and image on the future of the EU’s social and political integration.

Available in PDF, EPUB and Kindle. Book excerpt: George Bush’s 1988 campaign pledge, "Read my lips: no new taxes," has become a mantra for those who distrust politicians and bureaucrats. The gulf between what political leaders say and do seems to be widening, and in democratic societies around the world, contributing to an atmosphere of cynicism and apathy among the citizenry. Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem; indeed, politicians and bureaucrats spend a good proportion of their time and resources discoursing, i.e., writing, speaking, and publishing. However, there has been scant analysis of political discourse; the aim of this book is to fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including:. Fiscal discipline in speeches vs budget balance: Is an improvement (deterioration) of the budget balance preceded by a more (less) fiscally disciplined discourse? Revenues and spending forecasted in budget speeches vs realised budget outcomes: Is there a systematic bias? If so, how can we explain it? Electoral pledges vs actual realisations: Do governments follow up on their electoral pledges? Ideological stance in party publications vs spending and revenues of party governments: Do parties of the right and the left speak different languages? How can we validly classify a government as of the left or of the right? Is there a systematic difference between governments of the right and of the left in terms of their policy? Speeches by central bank officers vs monetary policy: Can changes in monetary policy be predicted by official speeches? The political business cycle: How can taking into consideration the speech-action relationship strengthen (or threaten) our knowledge about electoral and partisan cycles in public spending? Other questions explored include: Should policy makers always tell the truth and all the truth? What are the benefits and the costs of transparency? How can we resolve the apparent contradiction between the democratic demand for transparency and the efficiency requirement of secrecy in many policy areas (budget preparation, monetary policy, foreign policy, security, etc.)? Under which conditions is secrecy acceptable in a democratic society? To what extent may deception and lies lead to a breach of trust or to power abuse? What are the most efficient institutional mechanisms to prevent such abuse? Collectively, the authors present new insights for understanding political process and government activity, and suggest avenues for further research.
