Book excerpt: Exposure to noise at home, at work, while traveling, and during leisure activities is a fact of life for all Americans. At times noise can be loud enough to damage hearing, and at lower levels it can disrupt normal living, affect sleep patterns, affect our ability to concentrate at work, interfere with outdoor recreational activities, and, in some cases, interfere with communications and even cause accidents. Clearly, exposure to excessive noise can affect our quality of life. As the population of the United States and, indeed, the world increases and developing countries become more industrialized, problems of noise are likely to become more pervasive and lower the quality of life for everyone. Efforts to manage noise exposures, to design quieter buildings, products, equipment, and transportation vehicles, and to provide a regulatory environment that facilitates adequate, cost-effective, sustainable noise controls require our immediate attention. Technology for a Quieter America looks at the most commonly identified sources of noise, how they are characterized, and efforts that have been made to reduce noise emissions and experiences. The book also reviews the standards and regulations that govern noise levels and the federal, state, and local agencies that regulate noise for the benefit, safety, and wellness of society at large. In addition, it presents the cost-benefit trade-offs between efforts to mitigate noise and the improvements they achieve, information sources available to the public on the dimensions of noise problems and their mitigation, and the need to educate professionals who can deal with these issues. Noise emissions are an issue in industry, in communities, in buildings, and during leisure activities. As such, Technology for a Quieter America will appeal to a wide range of stakeholders: the engineering community; the public; government at the federal, state, and local levels; private industry; labor unions; and nonprofit organizations. Implementation of the recommendations in Technology for a Quieter America will result in reduction of the noise levels to which Americans are exposed and will improve the ability of American industry to compete in world markets paying increasing attention to the noise emissions of products.

The book concludes with some recommendations for EU, national and local policy-makers, airport and aviation authorities, and more broadly a scientifically literate audience. These recommendations may help to identify gaps for progress in terms of research but also genuine implementation actions for political and regulatory authorities.

Book excerpt: Each new generation of commercial aircraft produces less noise and fewer emissions per passenger-kilometer (or ton-kilometer of cargo) than the previous generation. However, the demand for air transportation services grows so quickly that total aircraft noise and emissions continue to increase. Meanwhile, federal, state, and local noise and air quality standards in the United States and overseas have become more stringent. It is becoming more difficult to reconcile public demand for inexpensive, easily accessible air transportation services with concurrent desires to reduce noise, improve local air quality, and protect the global environment against climate change and depletion of stratospheric ozone. This situation calls for federal leadership and strong action from industry and government. U.S. government, industry, and universities conduct research and develop technology that could help reduce aircraft noise and emissions-but only if the results are used to improve operational systems or standards. For example, the (now terminated) Advanced Subsonic Technology Program of the National Aeronautics and Space Administration (NASA) generally brought new technology only to the point where a system, subsystem model, or prototype was demonstrated or could be validated in a relevant environment. Completing the maturation process-by fielding affordable, proven, commercially available systems for installation on new or modified aircraft-was left to industry and generally took place only if industry had an economic or regulatory incentive to make the necessary investment. In response to this situation, the Federal Aviation Administration, NASA, and the Environmental Protection Agency, asked the Aeronautics and Space Engineering Board of the National Research Council to recommend research strategies and approaches that would further efforts to mitigate the environmental effects (i.e., noise and emissions) of aviation. The statement of task required the Committee on Aeronautics Research and Technology for Environmental Compatibility to assess whether existing research policies and programs are likely to foster the technological improvements needed to ensure that environmental constraints do not become a significant barrier to growth of the aviation sector.

At least one million healthy life years are lost every year from traffic-related noise in the western part of Europe. This publication summarizes the evidence on the relationship between environmental noise and health effects, including cardiovascular disease, cognitive impairment, sleep disturbance, tinnitus, and annoyance. For each one, the environmental burden of disease methodology, based on exposure-response relationship, exposure distribution, background prevalence of disease and disability weights of the outcome, is applied to calculate the burden of disease in terms of disability-adjusted life-years. Data are still lacking for the rest of the WHO European Region. This publication provides policy-makers and their advisers with technical support in their quantitative risk assessment of environmental noise. International, national and local authorities can use the procedure for estimating burdens presented here to prioritize and plan environmental and public health policies.
