Book excerpt: This book is about how Air National Guard-Air Force Reserve Command Test Center (AATC) was created and how it helped the Air Reserve Components (ARC) become a relevant combat force through innovative approaches to modernizing the combat capability of its fighters. It tells how innovative airmen in the ARC, or on active duty, the Department of Airforce (DAF) civilian work force, and civilian contractors worked together to create a crucial function for the Air Force. Lastly, it traces the organizational changes that made the ARC invaluable to the readiness and relevance of the Total Force despite minimal manning and a shoe-string budget.

Available in PDF, EPUB and Kindle. Book excerpt: The job evaluation system used by the Air Force was applied to a sample of positions. Judged by pay-grade conversions, evaluation scores obtained were somewhat inflated, but the evaluations discriminated between higher and lower skilled jobs. A simple average of individual ratings closely approximates the consensus ratings arrived at during two-man conferences held by the judges. This finding eliminates the reason for limiting the number of judges to the small number who can attend such meetings. By means of regression analysis it was found that factors dealing with Knowledge, Adaptability and Resourcefulness, and Attention formed one group related factors while the factors measuring Responsibility for Safety of Others, Physical Effort, and Job Conditions were related to each other. Although there was overlap within the two groups each factor had a considerable amount of unique variance.

Available in PDF, EPUB and Kindle. Book excerpt: A significant association between the familiarity of the rater with a job and the ratings he assigns to the job was found for 17 of 50 Air Force specialties. Assuming that the most valid ratings are those given by highly familiar raters, it appears that highly technical jobs tend to be under-evaluated by raters who are unfamiliar with the work performed. On the other hand, some jobs ten to be over-evaluated by raters who are unfamiliar with the work performed. These findings point to the necessity for controlling the level of familiarity when job evaluation is conducted.

Available in PDF, EPUB and Kindle. Book excerpt: Educational requirements for airman specialties are given in Air Force Manual 35-1. This study examines the role of some of these gross indicators of academic achievement in predicting technical school grades. Attention was restricted to the educational information shown on testing and assignment record cards completed for a sample of airmen in 13 Air Force specialties. By linear regression techniques it was found that the joint contribution of this limited amount of information permits the prediction of a large part of the variance in technical school grades. High school graduation was the best single predictor among the educational variables. Completion or noncompletion of particular high-school-level courses, although individually and generally predictive of the criterion measures, consistently did not reach a level of practical significance for any specialty when the effects of other information were controlled. Further validation of educational requirements for Air Force specialties should start with better basic information on academic achievement.

Book excerpt: Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy is the summary of a workshop convened by the Air Force Studies Board of the National Academies' National Research Council in September 2013 to enhance Air Force and Department of Defense (DoD) prototyping for the new defense strategy. This workshop examined of a wide range of prototyping issues, including individual recommendations for a renewed prototype program, application of prototyping as a tool for technology/system development and sustainment (including annual funding), and positive and negative effects of a renewed program. Prototyping has historically been of great benefit to the Air Force and DoD in terms of risk reduction and concept demonstration prior to system development, advancing new technologies, workforce enhancement and skills continuity between major acquisitions, dissuasion of adversaries by demonstrating capabilities, maintaining technological surprise through classified technologies, and an overarching strategy of overall risk reduction during austere budget environments. Over the last two decades, however, many issues with prototyping have arisen. For example, the definitions and terminology associated with prototyping have been convoluted and budgets for prototyping have been used as offsets to remedy budget shortfalls. Additionally, prototyping has been done with no strategic intent or context, and both government and industry have misused prototyping as a key tool in the DoD and defense industrial base. Assessment to Enhance Air Force and Department of Defense Prototyping for the New Defense Strategy envisions a prototyping program that encourages innovation in new concepts and approaches and provides a means to assess and reduce risk before commitment to major new programs.

It was found that the more familiar the rater is with the job being evaluated, the higher his rating is likely to be. This effect was observed for five of the 14 job evaluation rating factors used: Adaptability, Decision-making, Managerial and Supervisory, Mental Work, and Working Conditions. Methods are suggested for controlling the familiarity effect in the Air Force job evaluation system.

Available in PDF, EPUB and Kindle. Book excerpt: This is the report from the Pentagon's Operational Test and Evaluation (OTE) Director, issued in January 2015 which contains extensive detailed information about over 100 major weapons systems under development by the Department of Defense, Army, Navy, and Air Force - including such consequential systems as the F-35 and BMD. Thorough operational testing should be conducted prior to a system's Full-Rate Production decision or deployment to combat in order to inform acquisition decision makers and operators in an objective way about how the system will perform in its combat missions. Under current law, the Director of Operational Test and Evaluation (DOT&E) is required to present his opinion on whether the operational testing conducted prior to the Beyond Low-Rate Initial Production decision is adequate or not. The Director must consider all the operational facets of a system's employment in combat when he determines what constitutes adequate operational testing, including the performance envelope the system must be able to achieve, the various operating conditions anticipated in a time of war, and the range of realistic operational threats. This book was released on 2015-03-01 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: A high percentage of defense systems fail to meet their reliability requirements. This is a serious problem for the U.S. Department of Defense (DOD), as well as the nation. Those systems are not only less likely to successfully carry out their intended missions, but they also could endanger the lives of the operators. Furthermore, reliability failures discovered after deployment can result in costly and strategic delays and the need for expensive redesign, which often limits the tactical situations in which the system can be used. Finally, systems that fail to meet their reliability requirements are much more likely to need additional scheduled and unscheduled maintenance and to need more spare parts and possibly replacement systems, all of which can substantially increase the life-cycle costs of a system. Beginning in 2008, DOD undertook a concerted effort to raise the priority of reliability through greater use of design for reliability techniques, reliability growth testing, and formal reliability growth modeling, by both the contractors and DOD units. To this end, handbooks, guidances, and formal memoranda were revised or newly issued to reduce the frequency of reliability deficiencies for defense systems in operational testing and the effects of those deficiencies. "Reliability Growth" evaluates these recent changes and, more generally, assesses how current DOD principles and practices could be modified to increase the likelihood that defense systems will satisfy their reliability requirements. This report examines changes to the reliability requirements for proposed systems; defines modern design and testing for reliability; discusses the contractor's role in reliability testing; and summarizes the current state of formal reliability growth modeling. The recommendations of "Reliability Growth" will improve the reliability of defense systems and protect the health of the valuable personnel who operate them.
