We examine the extent of potential grading inflation in courses taken during high school and how such differences vary across student and school characteristics. Utilizing longitudinal, administrative data for the population of high school students in an entire country (Portugal) over ten years, we develop a measure of grade inflation using the position of the student's high school grade relative to their score on the national standardized admission exam. We analyze differences in this measure across four types of high schools: TEIP schools (public schools located in disadvantaged areas that include children at-risk of social exclusion), public schools (state-funded schools), private schools, and private association schools (owned by private entities but publicly funded). We find that private association schools exhibit a lower probability of grade inflation when compared to public schools. Additionally, TEIP schools tend to have a higher probability of inflation for students with high grades. Implications for policy and practice are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: In 2020 admission to public school in Indonesia has switched from using a nationwide standardized exam into a “school grade”-based admission. While this change should incentivize an increase in student and teaching effort to get higher grades, it potentially creates a moral hazard. I analyze the impact of the policy reform on the potential issue of grade inflation. Based on difference-in-difference specification, I found that the treated group improved their score by 1.42 points after reform compared to the control. Analysis of the dynamic effect suggests the improvement is more likely to be driven by grade inflation. Using triple difference specification, I also find that students in private schools have higher grade improvement after policy reform. However, I did not find evidence that this private school engaged in strategic behaviour more than the public school. Similarly, there is no evidence that low-accredited schools inflate their student grades more. I argue that while policy reform might indirectly improve the education system by incentivizing schools to improve their quality, there is a strong argument that policy reform creates an issue of grade inflation.

Book excerpt: When employers cannot tell whether a school truly has many good students or whether it is just giving easy grades, schools have an incentive to inflate grades to help their mediocre students. However schools also care about preserving the value of good grades for their good students. We construct a signaling model in which grade inflation is the equilibrium outcome. The inability to commit to an honest grading policy in an environment of private information reduces the informativeness of grades and hurts the school. We also show that grade inflation by one school makes it easier for another school to fool the market with grade inflation. Hence easy grades are strategic complements, and this provides a channel to make grade inflation contagious.
