Book excerpt: In this book Kerry Whiteside introduces the work of a range of French ecological theorists to an English-speaking audience. He shows how thinkers in France and in English-speaking countries have produced different strains of ecological thought and suggests that the work of French ecological theorists could lessen pervasive tensions in Anglophone ecology. Much of the theory written in English is shaped by the debate between anthropocentric ecologists, who contend that the value of our nonhuman surroundings derives from their role in fulfilling human interests, and ecocentric ecologists, who contend that the nonhuman world holds ultimate value in and of itself. This debate is almost nonexistent among French theorists, who tend to focus on the processes linking nature and human identity. Whiteside suggests that the insights of French theorists could help English-language theorists to extricate themselves from endless debates over the real center of nature's value. Among the French theorists discussed are Denis de Rougemont, Denis Duclos, René Dumont, Luc Ferry, André Gorz, Félix Guattari, Bruno Latour, Alain Lipietz, Edgar Morin, Serge Moscovici, and Michel Serres. The English-language theorists discussed include John Barry, Robyn Eckersley, Robert Goodin, Tim Hayward, Holmes Rolston III, and Paul Taylor.

Mitchell's focus here is on the French response to the pathbreaking social legislation passed during the 1880s in imperial Germany under Otto von Bismarck. Operating under a liberal republican regime, France tended to reject the interventionist policies of its imposing neighbor and to seek a distinctly French solution to the many social problems that became more pressing as the nineteenth century reached its climax in the First World War. Mitchell's carefully researched study investigates a number of specific issues that remain of direct relevance today, such as gender relationships, health care (including the treatments and prevention of infectious disease), labor conflicts, taxation policy, social security measures, and international tensions on the eve of a major war. He shows that certain key problems of public health and welfare found different solutions in France and Germany, and he explains why the differences emerged and how they defined the two major competitors of continental Europe. The nineteenth-century epidemic of tuberculosis provides a case in point: the German state intervened to combat the dreaded disease with vigorous measures of public hygiene and popular sanatoria, but the French republic moved more cautiously to limit interference in the private sphere, even though laissez faire often meant laissez mourir. Mitchell's book is the first full-scale study of French social reform after 1870 that is based on documentation in both France and Germany. The first hesitant steps of the French welfare state are thrown into sharp relief by comparison with developments in Germany. No other work on modern France presents such a broad panorama of social reform, and none draws together such a rich tableau of telling detail about the development of the French health and welfare system after 1870. In a lucid conclusion, Mitchell places this story in the general context of his three volumes, thereby offering a summary of the Franco-German encounter that has come to dominate the history of Europe in the twentieth century. Book excerpt: After invading Tunisia in 1881, the French installed a protectorate in which they shared power with the Tunisian ruling dynasty and, due to the dynasty’s treaties with other European powers, with some of their imperial rivals. This "indirect" form of colonization was intended to prevent the violent clashes marking France’s outright annexation of neighboring Algeria. But as Mary Dewhurst Lewis shows in Divided Rule, France’s method of governance in Tunisia actually created a whole new set of conflicts. In one of the most dynamic crossroads of the Mediterranean world, residents of Tunisia— whether Muslim, Jewish, or Christian—navigated through the competing power structures to further their civil rights and individual interests and often thwarted the aims of the French state in the process. Over time, these everyday challenges to colonial authority led France to institute reforms that slowly undermined Tunisian sovereignty and replaced it with a more heavy-handed form of rule—a move also intended to ward off France's European rivals, who still sought influence in Tunisia. In so doing, the French inadvertently encouraged a powerful backlash with major historical consequences, as Tunisians developed one of the earliest and most successful nationalist movements in the French empire. Based on archival research in four countries, Lewis uncovers important links between international power politics and everyday matters of rights, identity, and resistance to colonial authority, while re-interpreting the whole arc of French rule in Tunisia from the 1880s to the mid-20th century. Scholars, students, and anyone interested in the history of politics and rights in North Africa, or in the nature of imperialism more generally, will gain a deeper understanding of these issues from this sophisticated study of colonial Tunisia.
