Beginning in 2021 2022, Tennessee’s Educator Diversity Policy, 5.700 outlined requirements for local education agencies to submit goals, plans, and strategies to promote the recruitment and retention of teachers of color with the consideration of the population of students of color who are enrolled compared to teachers of color who are employed within schools. Due to the increasing enrollment of students of color in public schools, the increasing diversity of the workforce in the United States, and the positive outcomes that teachers of color had for all students, but specifically for students of color, research was necessary to understand what strategies could be utilized by rural district leaders and rural school leaders to support the recruitment and retention of teachers of color in public K 12 rural Tennessee schools. In this qualitative, interpretive study, seven rural district leaders and seven rural school leaders completed the questionnaire. I discovered rural district and school leaders, who were responsible for submitting goals, plans, and strategies to the state of Tennessee, as well as for the recruitment and retention of teachers of color, did not feel equipped to provide specific strategies, and organizational support geared toward the recruitment and retention of teachers of color.

In 1988, The Tennessee Task Force on the Supply of Minority Teachers issued several recommendations--most of which were implemented--to increase the number of minority teachers. In 1989, House Joint Resolution 36 also requested an annual report on the status of minority teachers be submitted to the Senate and House K-12 Education Sub-Committee of the Tennessee General Assembly. Legislation was adopted in 1993 urging each local board of education to establish reasonable, incremental goals for the recruitment, employment, and retention of African-American teachers in numbers which reflect the percentage of African-Americans within the community served by the local education agency. The Department of Education prepares the annual report, collecting information from the Tennessee Higher Education Commission, Tennessee Student Assistance Corporation, Tennessee Education Association, public and private colleges and universities with teacher licensure programs, and local school systems. This report is included in this document. The Board annually reviews the report with regard to the "Master Plan for Tennessee Schools" and the priorities of the "Teacher Education Policy." The Board has worked with others to streamline the scholarship loan programs for minority teachers and with the help of the General Assembly has achieved full funding of the program. The next step is to improve funding for the minority education grant program as called for in the "Master Plan." Appended are: (1) Supply of Minority Teachers Statistical Summary Tables; and (2) Minority Matching Grants Awardees. (Contains 16 tables.) Book excerpt: In this qualitative case study of a district-led, school leader preparation program in Tennessee during the 2021-2022 school year, I sought to reveal district stakeholder perceptions using an open-ended questionnaire, on the design, possible benefits, and possible challenges of the district’s Associate Principal Program. For this study, questionnaires were sent to four district stakeholder groups: district leaders, school leaders, associate principals, and teachers. After reading and synthesizing 37 responses from district stakeholders along with analyzing the district’s Associate Principal Guidebook, Associate Principal Monthly Collaborative 2021-2022 agendas, and the Associate Principal Summer Retreat 2021-2022 agenda, three themes emerged regarding stakeholders’ perceptions of the Associate Principal Program.The first theme was a need for more intentional recruitment strategies in the design of the Associate Principal Program in order to better build leadership capacity. The second theme focused around how the Associate Principal Program provided benefits for the school district, schools, and associate principals, such as extra administrative support and job embedded leadership experience for associate principals. The final theme focused around challenges of the Associate Principal Program for the school district, schools, and associate principals; these challenges included associate principal attrition and the design of the Associate Principal Program that required a new associate principal every three years at each school. This study was foundational and could be used as the framework for future studies exploring district-led, school leader preparation programs.

Unfortunately, over the past five decades, two major trends have become clearly evident in the Black community: (a) the decline of the academic achievement levels of Black students and (b) the disappearance of Black teachers, particularly Black males. Today, of the 3.5 million teachers in America’s classrooms (AACTE, 2010) only 8% are Black teachers, and approximately 2% of these teachers are Black males (NCES, 2010). Over the past few decades, the Black teaching force in the U.S. has dropped significantly (Lewis, 2006; Lewis, Bonner, Byrd, & James, 2008; Milner & Howard, 2004), and this educational crisis shows no signs of ending in the near future. As the population of Black students in K-12 schools in the U. S. continue to rise—currently over 16% of students in America’s schools are Black (NCES, 2010)—there is an urgent need to increase the presence of Black educators. The overall purpose of this edited volume is to stimulate thought and discussion among diverse audiences (e.g., policymakers, practitioners, and educational researchers) who are concerned about the performance of Black students in our nation’s schools, and to provide evidence-based strategies to expand our nation’s pool of Black teachers. To this end, it is our hope that this book will contribute to the teacher education literature and will inform the teacher education policy and practice debate.

Book excerpt: African American male teachers represent a disproportionately low number of educators in the American public school system. This lack of representation has implications for understanding, interacting with and educating the growing population of students of African descent in public schools. In addition, all students benefit from experiencing African American males in classrooms for cultural and educational reasons. For these reasons, recruiting and retaining African American males for careers in education is imperative. This dissertation investigated the reasons African American males do not select careers in education given the history of this career and its prominence for people of African descent. Using Critical Race Theory (CRT) as a theoretical framework, this phenomenological study addressed barriers that African American men may face in pursuing a career in education. Six African American male educators (elementary, middle and high school levels) from three school districts in rural Arkansas were interviewed to ascertain their views on why African American males were not pursuing degrees and careers in education. A qualitative analysis of participant interviews explored economic, academic, social and cultural factors affecting black males in deciding to enter the teaching profession. Specifically, African American males described a lack of positive African American male role models, financial hardship as a deterrent to college enrollment, and expectation of inadequate professional salary. The study focused on five emergent themes that elucidate a more complete understanding of barriers faced by African American male educators: (1) Stereotypes of African American males; (2) Motivations to teach; (3) Barriers faced by African American men in becoming teachers; (4) Specific problems encountered in the classroom; and (5) Encouraging other African American men to teach. As the new data system comes on line our hopes are that accuracy as to race and ethnicity will improve. The system is in the pilot stage. The report concludes that Tennessee must continue efforts to attract and retain African American and minority educators and improve data collection to reflect more accurately the number of educators with regard to race and ethnicity.
