Book excerpt: Using Panel Study of Income Dynamics (PSID) data, the authors analyze changes in wage differentials between white men and women over time and across the entire wage distribution. The authors decompose distributional changes in the gender wage gap to assess the contribution of observed characteristics measuring individual productivity. They find that the gender wage gap narrowed by 16% at the lowest decile and by less than 5% at the highest decile. The decomposition results indicate that changes in the gender wage gap are mainly attributable to changes in educational attainment at the top of the wage distribution, with a sizable part due to work history changes at the bottom. The findings further reveal that the accuracy of the results depends on the direction in which the decompositions are performed.

Book excerpt: This paper investigates the evolution of the gender wage gap in South Africa, using the 1993-2015 Post-Apartheid Labour Market Series data set. The changes in the gap are heterogeneous across the wage distribution. There has been a substantial narrowing of the gap at the bottom of the distribution, attributable to the implementation of the minimum wage in low-paying industries However, the median gender wage gap is substantial at 23-35 per cent. This is unexplained by differences in human capital characteristics, and is not declining over time. This implies that wage-employed women in South Africa have better human capital characteristics than men. Contrary to previous literature, the wage gap at the mean narrowed from 40 per cent in 1993 to 16 per cent in 2014. The gap at the 90th percentile declined during 1993-2005, but has expanded in recent years. This is due to a continually expanding unexplained component of the wage gap, which is usually associated with discrimination.

We formulate and structurally estimate an equilibrium model of the labor market in which the elasticity of substitution between male and female labor is allowed to vary depending on the task content of occupations. We find that the elasticity of substitution is higher in high- paying occupations that are intensive in abstract and analytical tasks than in low-paying manual and routine occupations. Consistent with this we find a narrowing of the gender wage gap towards the upper end of the wage distribution and an increase in the gender wage gap at the low end. Demand side trends favoured women and this attenuated the supply-driven downward pressure on women's wages in low-paying occupations, and fully counteracted it in high-paying occupations. The paper contributes new evidence on the distribution of the gender wage gaps, and contributes to a wider literature on technological change, occupational sorting, wage inequality and polarization.

Available in PDF, EPUB and Kindle. Book excerpt: The last half-century has witnessed substantial change in the opportunities and rewards available to men and women in the workplace. While the gender pay gap narrowed and female labor force participation rose dramatically in recent decades, some dimensions of gender inequality—most notably the division of labor in the family—have been more resistant to change, or have changed more slowly in recent years than in the past. These trends suggest that one of two possible futures could lie ahead: an optimistic scenario in which gender inequalities continue to erode, or a pessimistic scenario where contemporary institutional arrangements persevere and the gender revolution stalls. In The Declining Significance of Gender?, editors Francine Blau, Mary Brinton, and David Grusky bring together top gender scholars in sociology and economics to make sense of the recent changes in gender inequality, and to judge whether the optimistic or pessimistic view better depicts the prospects and bottlenecks that lie ahead. It examines the economic, organizational, political, and cultural forces that have changed the status of women and men in the labor market. The contributors examine the economic assumption that discrimination in hiring is economically inefficient and will be weeded out eventually by market competition. They explore the effect that family-family organizational policies have had in drawing women into the workplace and giving them even footing in the organizational hierarchy. Several chapters ask whether political interventions might reduce or increase gender inequality, and others discuss whether a social ethos favoring egalitarianism is working to overcome generations of discriminatory treatment against women. Although there is much rhetoric about the future of gender inequality, The Declining Significance of Gender? provides a sustained attempt to consider analytically the forces that are shaping the gender revolution. Its wide-ranging analysis of contemporary gender disparities will stimulate readers to think more deeply and in new ways about the extent to which gender remains a major fault line of inequality.

We do this overall and by task-based occupation and skill, which allows us to study distributional effects. We structurally estimate the model using data from Mexico over a period during which women's participation increased by fifty percent. We provide new evidence that male and female labor are closer substitutes in high-paying analytical task-intensive occupations than in lower-paying manual and routine task-intensive occupations. We find that demand trends favored women, especially college-educated women. Consistent with these results, we see a widening of the gender wage gap at the lower end of the distribution, alongside a narrowing at the top. On the supply side, we find that increased appliance availability was the key driver of increases in the participation of unskilled women, and fertility decline a key driver for skilled women. The growth of appliances acted to widen the gender wage gap and the decline of fertility to narrow it. We also trace equilibrium impacts of growth in college attainment, which was more rapid among women, and of emigration, which was dominated by unskilled men. Our counterfactual estimates demonstrate that ignoring the countervailing effects of equilibrium wage adjustments on labor supplies, as is commonly done in the literature, can be misleading.

Book excerpt: We introduce a gender wage gap into basic one-good textbook versions of the neo-Kaleckian distribution and growth model and examine the effects of improving gender wage equality on income distribution, aggregate demand, capital accumulation and productivity growth. For the closed economy model, reducing the gender wage gap has no effect on the profit share, and a gender equality-led regime requires the propensity to save out of female wages to fall short of the propensity to save out of male wages. For the open economy model this condition is modified by the effects of improved gender wage equality on exports and - through changes of the profit share - on domestic demand. Finally for the open economy with productivity growth we find an unambiguously expansionary effect of narrowing the gender wage gap on long-run equilibrium capital accumulation and productivity growth if the demand growth regime is gender equality-led. A gender equality-burdened demand growth regime, however, may generate different long-run effects of improving gender wage equality on capital accumulation and productivity growth: expansionary, intermediate or contractionary.

Book excerpt: The gender wage gap has declined in magnitude over time; however, the gap that remains is largely unexplained due to gender convergence in key wage determining characteristics. In this paper we show that the degree of gender convergence differs across countries in Europe. Most, if not all, of the wage gap is unexplained in some countries, predominantly in Eastern Europe, while in some central and peripheral countries, differences between the characteristics of males and females can still explain a relatively large proportion of the wage gap. We investigate whether gender differences relating to job preferences play a role in explaining the gender wage gap. We find that females are more motivated than males to find a job that is closer to home and offers job security, whereas males are motivated by financial gain. The average gender wage differential in Europe is 12.2 percent and gender differences in job preferences are associated with a 1.3 percentage point increase in the wage gap. We find that preferences explain more of the gender wage gap than the individual components relating to age, tenure and previous employment status. A quantile decomposition reveals that job preferences play a greater role in explaining the wage gap at the top of the wage distribution.

The report focuses on two main challenges: how to find the most useful means for measurement, and how to break down the gender pay gap in ways that best inform policy-makers and social partners of the factors that underlie it. The report also includes a review of key policy issues regarding wages and the reduction of gender pay gaps in different national circumstances.

The limitations of previous approaches such as the classic Oaxaca-Blinder and the recent distributive proposals using quantile regressions or counterfactual functions are thoroughly discussed. The new methodology presented here relies on Jenkins' (1994) work and proposes the use of poverty and deprivation literature techniques that are directly applicable to the measurement of discrimination. As an illustrative example we measure female wage discrimination in Spain aggregating individual wage gaps estimated with OLS and quantile regressions.
