Book excerpt: Three years after the COVID-19 crisis, employment and total hours worked in Europe fully recovered, but average hours per worker did not. We analyze the decline in average hours worked across European countries and find that (i) it is not cyclical but predominantly structural, extending a long-term trend that predates COVID-19, (ii) it mainly reflects reduced hours within worker groups, not a compositional shift towards lower-hours jobs and workers, (iii) men—particularly those with young children—and youth drive this drop, (iv) declines in actual hours match declines in desired hours. Policy reforms could help involuntary parttimers and women with young children raise their actual hours towards desired levels, but the aggregate impact on average hours would be limited to 0.5 to 1.5 percent. Overall, there is scant evidence of slack at the intensive margin in European labor markets, and the trend fall in average hours worked seems unlikely to reverse.

Book excerpt: This paper analyzes the trends and root causes of extreme working hours in sixteen Western European countries, Canada, and the United States between 1970 and 2010. Earlier literature has revealed increasing trends in extreme working hours in the United States and recognized the negative repercussions of this new aspect of labor market polarization. As European average working hours have declined over the past decades, scholars have turned little attention to the analysis of extreme working hours in European countries. First, the article documents diverging patterns of extreme working hours in Western Europe. Whereas the Scandinavian and French ratios of workers with extreme hours remained very low, most other countries in Western Europe exhibit significantly higher ratios of extreme workers after the beginning of the 1990s than in the previous two decades. Second, the article detects the development of two diverging trajectories in the advanced capitalist world: one with a strong and stable labor regulation along with a balanced working hour profile and one with gradual deregulation along with an increasing ratio of long work weeks. Finally, using a series of pooled cross-section OLS estimations, the article tests five specific hypotheses, motivated by theories of the welfare state and political economy theories of globalization. The results provide strong empirical evidence for the notion that patterns of extreme working hours are not inherent in post-industrial development. The article uses data from the author's extreme working hours standardized meta-database which had been compiled from two large micro data collections: the Luxembourg Income Study database (LIS) and the Multinational Time Use Study (MTUS).

In this paper, we investigate the role played by taxation in explaining these differences for EU New Member States. By extending a standard growth model with novel data on consumption and labor taxes, we assess the evolution of trends in hours worked over the 1995-2017 period. We find that the inclusion of tax rates in the model significantly improves the tracking of hours. We also estimate the elasticity of hours (and its different margins) to quantify the deadweight loss introduced by consumption and labor taxes. We find that these taxes explain a large share of labor supply differences across EU New Member States and that the potential gains from policy actions are noteworthy.

Saving in the model is affected by the gap between ‘target’ and actual wealth, with the target wealth determined by credit conditions and uncertainty. An estimated structural version of the model suggests that increased credit availability accounts for most of the saving rate’s long-term decline, while fluctuations in net wealth and uncertainty capture the bulk of the business-cycle variation.
