The workshop was divided into four main sessions: setting the stage; future global oil supply and demand balance; mitigation options and time to implementation; and potential follow-up activities. This report provides a summary of the workshop including the key points, issues and questions raised by the participants, and it identifies possible topics for follow-up studies. No consensus views, conclusions, or recommendations are presented.

Book excerpt: Within the context of Canada's future energy demand and declining conventional crude oil production, this report examines recent advances in coal liquids technology and assesses the potential role of coal-derived synthetic fuels in the evolving energy technology mix. The model used in this study allocates, on an optimal basis, all the relevant Canadian energy resources - conventional and frontier crude oil, natural gas, bitumen, and coal - among the potentially available technologies and also over time. The supply cost analysis, production and on-stream development scenarios presented for upgraders, mined oil sands plants and coal liquids facilities are based on a complete re-assessment of the potential costs of all of the major energy supply options, measured against a re-evaluation of the Institute's CREED model and a linear programming model developed by the Alberta Research Council. A detailed evaluation, undertaken by the MITRE Corp. in the U.S., of recent advances in direct coal liquefaction together with a study published by the Electric Power Research Institute on coal/oil co-processing, formed the basis of the state-of-the-art coal liquids technology.

With sustained, long-term economic growth, the highest per capita income in the world, a stable and well-capitalised banking sector, a sovereign wealth fund that is of true global significance and one of the largest reserves of natural gas just offshore, Qatar today has many advantages. It is clear that the country is in a strong position from which to continue its robust economic performance, and the years ahead will see a vast construction drive, in line with the principles of Qatar National Vision 2030 and catalysed by preparations for the 2022 FIFA World Cup. With more than $222bn of projects in the pipeline, the construction sector’s growth has been forecast at 15% for 2014, while spending on infrastructure is set to reach $150bn in the run-up to the 2022 FIFA World Cup. Against this backdrop, Qatar looks set to continue offering a wide variety of opportunities for foreign investors.

Book excerpt: Republic of Iraq Public Expenditure Review: Toward More Efficient Spending for Better Service Delivery provides an integrated perspective on how Iraq needs to provide better public service delivery while maintaining macroeconomic stability and fiscal discipline. These goals exist amid a challenging context of revenue volatility, the need to diversify the economy, weak accountability mechanisms, and residual conflict. Reflecting these challenges, key socioeconomic developmental indicators are stalled or are even declining despite rapid growth in public spending. Growth in spending has not been matched by absorptive capacity, let alone improved outcomes. The difficult task of encouraging fiscal institutions to embed practices of good economic management remains a work in progress. The task for Iraqi authorities will be to turn oil revenues into sustained welfare improvements. Macroeconomic stability alone is not enough to address social and economic development issues and to avoid a 'resource curse'. Economic diversification is imperative for the goals of creating jobs and promoting income-generating opportunities for the Iraqi population. In the years ahead, Iraqi government authorities will have the following key challenges: - to remove constraints to nonhydrocarbon economic activities, - to ensure the effi cient use of oil revenue, and - to restrain the growth of current spending to free up resources for public investment, while maintaining essential safety nets and social support for the poor and disadvantaged. Senior policymakers at the Ministry of Finance, Ministry of Planning, and line ministries have the opportunity to take concrete steps now. As economic growth prospects are favorable in the medium term, the Iraqi government needs to lay the foundations of a broadly diversified economy and to provide decent public services and security while facilitating adequate economic freedom.
