Adele Clarke's engrossing story of the search for reproductive knowledge across the twentieth century is colorful and fraught with conflict. Modern scientific study of reproduction, human and animal, began in the United States in an overlapping triad of fields: biology, medicine, and agriculture. Clarke traces the complicated paths through which physiological approaches to reproduction led to endocrinological approaches, creating along the way new technoscientific products from contraceptives to hormone therapies to new modes of assisted conception—for both humans and animals. She focuses on the changing relations and often uneasy collaborations among scientists and the key social worlds most interested in their work—major philanthropists and a wide array of feminist and medical birth control and eugenics advocates—and recounts vividly how the reproductive sciences slowly acquired standing. By the 1960s, reproduction was disciplined, and the young and contested scientific enterprise proved remarkably successful at attracting private funding and support. Book excerpt: In Disciplining Statistics Libby Schweber compares the science of population statistics in England and France during the nineteenth century, demonstrating radical differences in the interpretation and use of statistical knowledge. Through a comparison of vital statistics and demography, Schweber describes how the English government embraced statistics, using probabilistic interpretations of statistical data to analyze issues related to poverty and public health. The French were far less enthusiastic. Political and scientific élites in France struggled with the “reality” of statistical populations, wrestling with concerns about the accuracy of figures that aggregated heterogeneous groups such as the rich and poor and rejecting probabilistic interpretations. Tracing the introduction and promotion of vital statistics and demography, Schweber identifies the institutional conditions that account for the contrasting styles of reasoning. She shows that the different reactions to statistics stemmed from different criteria for what counted as scientific knowledge. The French wanted certain knowledge, a one-to-one correspondence between observations and numbers. The English adopted an instrumental approach, using the numbers to influence public opinion and evaluate and justify legislation. Schweber recounts numerous attempts by vital statisticians and demographers to have their work recognized as legitimate scientific pursuits. While the British scientists had greater access to government policy makers, and were able to influence policy in a way that their French counterparts were not, ultimately neither the vital statisticians nor the demographers were able to institutionalize their endeavors. By 1885, both fields had been superseded by new forms of knowledge. Disciplining Statistics highlights how the development of “scientific” knowledge was shaped by interrelated epistemological, political, and institutional considerations.

It contends that the Chinese state sees that modernisation and modernity encompass not only economic and political–administrative change but are also related to the organisation of society in general and the disciplining of this society and its individuals to create people with “modernised” minds and behaviour; and that, moreover, the Chinese state is aspiring to a modernity with “Chinese characteristics”. The question of modernising by disciplining was extensively dealt with in the twentieth century by leading Western social scientists including Max Weber, Norbert Elias and Michel Foucault, who argued that disciplining, extending from external coercion towards the internalisation of restraints, is indispensable for achieving social order and thereby for “civilisation” –but defined from a European perspective, in relation to developments in Europe. This book therefore not only discusses the Chinese experience of social disciplining, but also, by looking at a non-Western society, identifies universal tendencies of societal change and social disciplining and separates them from particular occurrences.
