Book excerpt: "Disaster Labs examines the promise and potential drawbacks of public-private disaster response frameworks during the course of seven chapters. After the introduction, the author introduces a series of case studies and then provides a detailed discussion of public-private collaboration in California, Florida, New York, and Virginia. A concluding chapter then comparatively assesses the value of these partnerships. The cases discussed in Disaster Labs range from informal ad hoc collaborations to formalized initiatives with detailed structures defined in contracts and memoranda, setting expectations for performance and accountability for both the government and private actors. Such accountability is desirable as it can limit fraud and corruption. But it is important to emphasize that not all solutions work in all situations, either"--

Available in PDF, EPUB and Kindle. Book excerpt: This book is not a learned treatise. Its purpose is to render practical instruction to all those physicians. surgeons, adminis trators, and paramedical personnel who have to act in war or disaster situations. As a manual it is in no way a substitute for existing detailed and specialized texts on the various aspects of trauma surgery and management: rather have we attempted to collate the most essenlial knowledge required to organize and afTord medical aid whenever civilian or military disaster strikes. The man on the spot is hardly ever a specialist, hence the need for a imple s general manual of instruction. The organizational aspects of medical services in war are very similar to those required for coping with a disaster: indeed the military are often called to cope with civilian disasters. Our duty is to be prepared, so as not to lose life and limb for lack of foresight. There are repetitions in the book for which no apologies are made, since they always concern invaluable knowledge. The chapters are organized to afford an understanding of the organization of medical services, the cause of wounds and trau matic disease, and the pathophysiological processes resulting from the different kinds of trauma. The management of treating casualties is divided in each section into the three basic eche lons: on site (at the actual place of wounding), at the medical (battalion) aid station and in the field or base hospital.

Book excerpt: a version less likely to play out on dramatic television shows. In Inside the Cell, Erin Murphy shows how DNA typing can be subject to misuse, mistake, and error, and lead to a police state run amok. Murphy shows the perils of a society in which "stop-and-frisk" becomes "stop-and-spit," or in which police pose undercover to get a DNA sample from your discarded lunch. Already, police can collect DNA when making an arrest, sometimes before charging a person with a crime. The government is building a massive DNA database, stockpiling samples from as much as a third of the male population, and the laws regulating what they can and cannot do with them are weak. Murphy shows how this invites the riskiest kind of genetic surveillance imaginable. Just because DNA testing is good science does not mean that it is foolproof. Faulty forensic science is the number two factor leading to wrongful conviction, and yet we have done little to improve the use of science in criminal justice.

Book excerpt: The academic biomedical research community is a hub of employment, economic productivity, and scientific progress. Academic research institutions are drivers of economic development in their local and state economies and, by extension, the national economy. Beyond the economic input that the academic biomedical research community both receives and provides, it generates knowledge that in turn affects society in myriad ways. The United States has experienced and continues to face the threat of disasters, and, like all entities, the academic biomedical research community can be affected. Recent disasters, from hurricanes to cyber-attacks, and their consequences have shown that the investments of the federal government and of the many other entities that sponsor academic research are not uniformly secure. First and foremost, events that damage biomedical laboratories and the institutions that house them can have impacts on the safety and well-being of humans and research animals. Furthermore, disasters can affect career trajectories, scientific progress, and financial stability at the individual and institutional levels. Strengthening the Disaster Resilience of the Academic Biomedical Research Community offers recommendations and guidance to enhance the disaster resilience of the academic biomedical research community, with a special focus on the potential actions researchers, academic research institutions, and research sponsors can take to mitigate the impact of future disasters.
