Download or read book The Sound of Silence in European Administrative Law written by Dacian C. Dragos and published by Springer Nature. This book was released on 2020-07-28 with total page 513 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines administrative silence in a comparative manner in the EU law and 13 jurisdictions from Europe. Administrative silence is an issue that lies at the intersection of legal and managerial aspects of public administration, a concept that is both reflecting and testing the principles of legal certainty, legality, good administration, legitimate expectations, and effectiveness. Inactivity or excessive length of proceedings appears to be of interest for comparisons, particularly in the context of the recent attempts to develop European convergence models. The book offers in-depth insights into legal regulation, theory, case law and practice regarding positive and negative legal fictions in the selected European jurisdictions.

The book summarizes the results of the project from policy, organizational, architectural, and technical points of view.

Book Synopsis World Development Report 2019 by : World Bank
Download or read book World Development Report 2019 written by World Bank and published by World Bank Publications. This book was released on 2018-10-31 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Book Synopsis Integrity and Efficiency in Sustainable Public Contracts by : Gabriella M. Racca
Download or read book Integrity and Efficiency in Sustainable Public Contracts written by Gabriella M. Racca and published by Emile Bruylant. This book was released on 2014 with total page 423 pages. Available in PDF, EPUB and Kindle. Book excerpt: Ensuring efficiency and integrity throughout the public procurement cycle is essential to a sound allocation of taxpayers' money. Yet public contracts are plagued by corruption, collusion, favoritism and conflicts of interest. This book addresses these problems from sophisticated, academic, institutional and practical perspectives. The book's ambition is to shape the public debate in the procurement community by highlighting how corruption implies violations of fundamental rights and undermines the fiduciary relationship between citizens and public institutions. The analysis underlines how corruption may stem from - and yet be resolved - through the exercise of discretion in the public procurement system. Focusing on the effects of public corruption and private collusion on procurement integrity, the book marks the features of misconduct and suggests needed counter-measures. The work also emphasizes that the pursuit of efficiency and integrity in public contracts must be rooted in professional skills, and in ethical regulations and training for public officers. The research reflected in these pieces cornes from sources around the world, and offers an excellent foundation for further development of these topics. Expanding on prior research, this volume builds on a more active transnational academic cooperation and exchanges of ideas on integrity in public contracts for the benefit of citizens.

Book Synopsis EU Environmental and Planning Law Aspects of Large-scale Projects by : European Environmental Law Forum. Conference
Download or read book EU Environmental and Planning Law Aspects of Large-scale Projects written by European Environmental Law Forum. Conference and published by . This book was released on 2016 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments, companies, environmental associations and citizens all over the European Union (EU) are struggling with large scale projects. On the one hand large scale projects can contribute to economic development, on the other hand they often also raise environmental concerns. Because of their size and potential impact, large scale projects usually lead to heavy debates and quickly become of great symbolic value. Consequently, large scale projects are excellent examples of the difficulty to balance economic development with environmental protection. The types of large scale projects, planned as well as 'under construction' in the EU, are very diverse. One can think of all kinds of infrastructure projects (motorways, railways, waterways, stations, ports, airports, ...), building projects (offices, housing projects, sports stadiums, redevelopment of brownfields, ...), waste projects (incineration, landfill, ...), energy projects (electricity and gas networks, wind farms, biogas installations, heat networks, extraction projects, ...), climate projects (CDM projects, ...), water projects, etc. In order to promote the legal thinking about all kinds of environmental and planning law aspects of large scale projects, Hasselt University and KU Leuven, Campus Brussels jointly hosted from 10 to 12 September 2014 the second European Environmental Law Forum (EELF) Conference, with as central topic Environmental and Planning Law Aspects of Large Scale Projects". The conference focused more specifically on the following aspects: -The role of spatial and environmental planning -Permitting and review procedures -Critical sectoral regimes -Horizontal measures. This book offers a selection of the contributions presented at the EELF Conference. They have all been submitted to two double-blind peer reviews. The book is subdivided into six main themes: 1. General 2. Public participation 3. Environmental impact assessment 4. Water 5. Nature 6. Land use."
