In addition to establishing peace between the two countries, the treaty also settled land and water disputes, provided for broad cooperation in tourism and trade, and obligated both countries to prevent their territory being used as a staging ground for military strikes by a third country. The signing ceremony took place at the southern border crossing of Arabah on 26 October 1994.

Jordan's nomination sped through Congress in the wake of the terrorist attacks on 9/11, and he was at his post by early October, though with no prior diplomatic experience, as Saudi Arabia mandates that the U.S. Ambassador be a political appointee with the ear of the president.
