Book excerpt: The Knowledge Spillover Theory of Entrepreneurship (KSTE) considers determinants of knowledge diffusion as well as their impact on entrepreneurial activities and growth. Extending the KSTE, the role of incumbent firms for the broad diffusion of new knowledge has been emphasized. For those firms, the barriers to an effective flow of information are considered using the concepts of knowledge filters and absorptive capacities. Both concepts enable the derivation of institutional measures to penetrate knowledge filters and systematically increase absorptive capacities. We interpret the process of digitization as a central process of knowledge spillover in recent years and determine digitization-related knowledge filters for particular domains of firm decision-making. Using a consultant-based in-depth evaluation of 200 SMEs conducted in the context of a federal innovation program, structural drivers, firm clusters and domain-specific knowledge filters for digitization are determined. We find little evidence for structural drivers of knowledge spillover effectiveness. However, as firms are clustered according to their digitization pattern, we show that firms realize high degrees of digitization in most domains or in none, leading us to argue that domain-specific knowledge filters are weak. Rather, knowledge spillover in digitization can be considered a process with initially strong general knowledge filter and - once this filter has been penetrated - weaker subsequent domain-specific knowledge filters. Policy and managerial implications for increasing digitization-related knowledge spillovers in SMEs are discussed.

In Germany, the concept of Industry 4.0 goes back to the high-tech strategy of the Federal Government and describes the interlocking of industrial production with the latest information and communication technology. In the intelligent factory, intelligent and networked machines will operate, decide and optimize largely autonomously in cooperation with humans. For China, the German concept Industry 4.0 is a strategic source of inspiration. Among other things, it was a model for the current Chinese innovation and industrial policy strategy Made in China 2025. This book is looking into different aspects of digitalization. Part 1 presents the concept of Industry 4.0, both, from the German and the Chinese perspective. Part 2 describes the Chinese innovation concept Made in China 2025 within different economic sectors in China and discusses to what extent Industry 4.0 might be considered its role model. Part 3 presents the opportunities and challenges of digitalization and big data from a regional perspective. Part 4 analyses the special aspect of the impacts of digitalization for the banking sector and international trade cooperation. Finally, Part 5 focuses on digitalization and innovation considering small and medium-sized companies in particular.

Book excerpt: Digital technologies not only offer a vast potential to enhance firm productivity, they can also help enhance resilience and support economic recovery in times of war. The government has made significant strides in accelerating the digital transformation and has reinforced support for digitalisation since the onset of Russia’s full-scale invasion in February 2022. While digital technologies have brought significant benefits to the country, Ukraine’s SMEs are yet to fully tap into the potential of digitalisation. Beyond war-related challenges, lack of awareness, digital skills shortages, sectoral specificities, and financial constraints complicate their digital development. The government aims to further promote SME digitalisation and is currently preparing its SME Strategy 2024-27. Throughout 2023, the OECD provided guidance to Ukraine on how to help SMEs leverage digitalisation for productivity, resilience, and recovery. This report presents an overview of the findings, looking at i) ways to strengthen the national and subnational institutional and policy framework for SME digitalisation; ii) avenues for targeted digitalisation support services for SMEs, building on the OECD’s blueprint; and iii) specific ways digitalisation can help SMEs weather war-related challenges.

Book excerpt: The German economy is humming. Tax receipts are pouring in, the labour market is booming, and Germany was and has remained solid as a rock during the euro crisis. That is the current situation. But is Germany also prepared for the digital revolution? A core element of Germany industry (the "German business model") is its ability to adapt quickly and comprehensively to global structural change. Digitisation currently represents a new megatrend. With its strong industry, efficient small, mid-sized and large companies, closed value chains and consistent orientation towards global markets and innovation, the German economy is fundamentally well-prepared for digital change. At the same time, there are a whole host of serious weaknesses in Germany as a location of industry which, if they are not addressed promptly, could lead to the German economy missing the digitisation boat. These include things like arrears in the digital infrastructure and deficits in software development. Digitisation is changing business and society from the inside out. People are already starting to talk about the next industrial revolution dubbed "Industry 4.0". Following on from automation, the decentralisation of production is now taking place with the interconnection of machines. Is our economic system hanging in the balance? A huge decline in marginal costs (zero-marginalcost society) in many areas of production is an important feature of the digital economy. The consequence could be excess instead of scarcity. Furthermore, a change in culture is becoming apparent: ownership is losing ground while usage opportunities are gaining in significance (the "sharing economy"). This is giving rise to speculation about alternative economic models ("the end of capitalism?"). The world after the digital revolution will, however, not be an economic paradise. Scarcity issues remain on the agenda. Thanks to digital technologies, there are a multitude of new business models that are fundamentally altering existing markets and putting old business models under pressure. The economic effect of digitisation thus goes well beyond usual efficiency gains (from falling transaction costs, for instance). Are we running out of work? Will jobs fall victim to technological progress? There was already a fear that technology would trigger unemployment during the course of past industrial revolutions. In terms of at least lasting and nationwide impact, however, this has not happened to date. That said, the increasing ability of computers to learn (by analysing big data) means that activities with higher skills profiles are also coming under pressure. The risk of technological unemployment as Industry 4.0 takes hold cannot be dismissed out of hand. In a scenario calculation, we put the additional potential for value creation from Industry 4.0 at € 17 - 25 billion a year through 2030. What is certain is constant change, which will probably take place with increasing speed ...

Book excerpt: The increasing importance of digital innovations and the fact that SMEs play a significant role in the success of the German economy, in general, are not new findings. The literature to date highlights the complexity of software products and the skills as well as resources required for this process. At the same time SMEs are portrayed as highly innovative, constantly facing up to the not underestimated risk of innovation and, in many cases, mastering this risk. This study starts precisely here and brings together the two topics of SMEs and digital innovations. Particular attention is paid to the relationship between industrial SMEs and smart products. The hypotheses formed in theory, according to which SMEs develop digital innovations and in particular customer demand has a significant influence on this, were confirmed. Additional influencing factors could not be fully substantiated, but further studies with modified research methodologies can be investigated in more detail. Nevertheless, it is essential to recognize that the German SME sector has not failed to attract new business and that this innovative instinct will hopefully not be lacking in the future. In particular, this study serves as a basis and an impulse for further studies since this sector is the "backbone" of the German economy and deserves more recognition in the literature. Keywords: Innovation, Technological Innovation, Digital Innovation, SME, Smart Products, Software Development, Open Innovation, Resources, Competencies, Capabilities.
