Available in PDF, EPUB and Kindle. Book excerpt: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. This is an open access book.

The Council of Europe’s pioneering efforts since its creation have profoundly shaped history education, emphasising multiperspectivity and democratic values. Through comprehensive programmes and projects, they have reformed curricula, promoted critical historical inquiry and introduced innovative teaching practices. Today, initiatives like the Observatory on History Teaching in Europe and HISTOLAB continue this legacy, addressing contemporary challenges to enhance history education. This publication delves into these efforts featuring insightful articles from four HISTOLAB fellows, exploring the intersection of digital innovation, inclusivity and curricular reform in history education.

Book excerpt: This book is devoted to the study of artificial intelligence from a new perspective – not just a technology but a social institution with complex social connections and relationships. The book systematically highlights technological trends of the artificial intelligence economy and considers all the components of its cascade effect with an overview of international experience and substantiation of promising ways of adapting to the modern stage of technological transit of economic systems. The cascade effect is understood as a chain of interdependent events that are triggered as artificial intelligence takes root in society and the economy. Among the technological trends (current areas of the practical application of artificial intelligence), highlighted in the book, are “smart” homes, digital regions, the use of artificial intelligence to ensure cybersecurity, as well as the optimization of business processes based on artificial intelligence. The book interprets the economics of artificial intelligence as a result of the transition to a digital technological order. A review of modern experience and regulatory perspectives of the institutionalization of the artificial intelligence economy is carried out. The legal framework for combating cyber threats in the artificial intelligence economy has been determined. The promising frameworks for using artificial intelligence in various branches of industry are presented. The book provides practical examples, case studies and proposed frameworks for using AI in various sectors of the economy, which allows using the book as a practical guide to managing the artificial intelligence economy.

Book excerpt: The essays in Globalization on the Margins explore the continuities and changes in Central Asian education development since the collapse of the Soviet Union in 1991. Reflecting on two decades of post-socialist transformations, they reveal that education systems in Central Asia responded to the rapidly changing political, economic, and social environment in profoundly new and unique ways. Some countries moved towards Western models, others went backwards, and still others followed entirely new trajectories. Yet, elements of the “old” system remain. Rather than viewing these post-Soviet transformations in isolation, Globalization on the Margins places its analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Instead of portraying the transition process as the influx of Western ideas into the region, the authors provide new lenses to critically examine the multidirectional flow of ideas, concepts, and reform models within Central Asia. Notwithstanding the variety of theoretical perspectives, methodological approaches, and conceptual lenses, the authors have one thing in common: both individually and collectively, they reveal the complexity and uncertainty of the post-Soviet transformations. By highlighting the political nature of the transformation processes and the uniqueness of historical, political, social, and cultural contexts of each particular country, Globalization on the Margins portrays post-Soviet education transformations as complex, multidimensional, and uncertain processes.

Available in PDF, EPUB and Kindle. Book excerpt: From East to West, the economies of Europe and Central Asia (ECA) are not taking full advantage of the internet to foster economic growth and job creation. The residents of Central Asia and the South Caucasus pay some of the highest prices in the world for internet connections that are slow and unreliable. In contrast, Europe enjoys some of the world’s fastest and affordable internet services. However, its firms and individuals are not fully exploiting the internet to achieve higher productivity growth as well as more and better jobs. Reaping Digital Dividends investigates the barriers that are holding back the broader adoption of the internet in ECA. The report identifies the main bottlenecks and provides policy recommendations tailored to economies at varying levels of digital development. It concludes that policies to increase internet access are necessary but not sufficient. Policies to foster competition, international trade and skills supply, as well as adapting regulations to the changing business environment and labor markets, will also be necessary. In other words, Reaping Digital Dividends not only requires better connectivity, but also complementary factors that allow governments, firms and individuals to make the most out of it.
