Dies soll mit Rücksicht auf den Umfang der Arbeit in angemessener Form und vereinfachend erfolgen. Die Europäische Union (EU) stellt eine politische und wirtschaftliche Vereinigung dar, die in dieser Form weltweit einzigartig ist. 28 souveräne Staaten wirken in einer demokratischen Arbeitsweise zusammen. Schon aufgrund der Anzahl der vertretenen Staaten entstehen Komplikationen bei der Entscheidungsfindung. Zusätzlich tragen auch das komplexe System und die Dynamik der europäischen Entwicklung zu einer Verkomplizierung bei. Umso wichtiger ist für dieses supranationale Konstrukt eine funktionierende Struktur von Organen, welche für diese agieren kann und handlungsfähig ist. Durch den Vertrag von Lissabon besitzt die EU nach Art. 47 EUV eine eigene Rechtspersönlichkeit und kann damit auf einen einheitlichen institutionellen Rahmen zurückgreifen. In Art. 13 Abs. 1 EUV werden abschließend die Organe der EU aufgezählt. Es handelt sich dabei um das Europäische Parlament (EP), den Europäischen Rat (ER), den Rat (Ministerrat, MR), die Europäische Kommission (EK), den Gerichtshof der Europäischen Union (EuGH), die Europäische Zentralbank (EZB) und den Rechnungshof (EuRH) Auf Basis dieser Aufzählung sollen im Verlauf der Ausarbeitung, in der erwähnten Reihenfolge, die jeweilige Zusammensetzung sowie die Aufgaben und Befugnisse dieser Organe erläutert werden. Im Anschluss wird dann ein Fazit gezogen.

Art. 4 und 5 Abs 1 EUV. Die „Organkompetenz“, regelt in Art. 13 Abs 2 EUV, dass sich die Befugnisse der Organe auf jene beschränken, die ihnen in den Verträgen zugeteilt worden sind. Gem. Art. 13 Abs 1 EUV hat die Europäische Union folgende Organe: Den Europäische Rat, den Rat, die Europäische Kommission, das Europäische Parlament, den Gerichtshof der Europäischen Union, die Europäische Zentralbank und den Rechnungshof. Ergänzend gibt es noch den Wirtschafts- und Sozialausschuss (WSA), den Ausschuss der Regionen (ADR), die gem. Art 13 Abs 4 EUV dem Europäischen Parlament, dem Rat und der Kommission beratend zur Seite stehen und gem. Art. 282 AEUV das Europäische System der Zentralbanken (ESZB). Zusätzlich gibt es noch die Europäische Investitionsbank gem. Art. 308 AEUV. (vgl. Arndt/Fischer/Fetzer 2010, S. 19) Eine singuläre Regierung der Europäischen Union gibt es nicht.
