Dieser ist in Artikel 2 des Statuts des ESZB geregelt. Danach ist es das vorrangige Ziel die Preisstabilität zu gewährleisten. Da mit dem Instrumentarium nur auf den monetären Sektor Einfluss genommen werden kann, muss die Übertragung der Impulse mittels Transmissionsmechanismen in den realwirtschaftlichen Sektor erfolgen. Daneben soll eine Unterstützung der allgemeinen Wirtschaftspolitik insoweit erfolgen, als das Ziel Preisniveaustabilität nicht beeinträchtigt wird. Diese Formulierung ist gegenüber der alten Regelung des Bundesbankgesetzes eindeutiger, da hier nur vom Ziel die Währung zu sichern die Rede war. Wegen der Verlagerung von Kompetenzen auf die EZB und dem Vorrang des EZB-Statuts mussten entsprechende Änderungen an einigen Stellen des Bundesbankgesetzes vorgenommen werden.

Die Europäische Zentralbank ist eine Institution, welche die Säule unseres Eurosystems ist. Erstmals wurden die Aufgaben der EZB im Vertrag von Maastricht im Jahre 1992 festgelegt. Seit dem Vertrag von Lissabon im Jahre 2007 besitzt die EZB auf formaler Ebene den Status eines EU-Organs. Als unabhängiges Organ ist die EZB eine signifikante Rechtspersönlichkeit und hat das Hauptziel ein stabiles Preisniveau zu gewährleisten. Mit ihrer 2-Säulen-Strategie, die wirtschaftliche Analyse und die monetäre Analyse, welche bewusst etwas unklar formuliert sind um den geldpolitischen Handlungsspielraum nicht einzuschränken, geht die Europäische Zentralbank ihrem Ziel nach. In der folgenden Hausarbeit besteht mein Hauptziel darin, die Europäische Zentralbank vorzustellen.

We show that, on the one hand, such capital controls have the merit of reducing the volatility of exchange rates following a monetary shock. On the other hand, the implementation increases exchange rate volatility in the short run and induces costs for the real sector in the form of lower equilibrium output levels.
