Mai 2004 ist es zur größten Erweiterung in der Geschichte der Europäischen Union gekommen. Zehn Staaten sind Mitglieder der bisherigen EU-15 geworden. Schon im Vorfeld standen die Nachteile und Probleme dieser "Expansion nach Osten" und die damit verbundenen Ängste im Blickfeld der öffentlichen Meinung. Mögliche Vorteile wurden weitgehend aus der Diskussion ausgeblendet. Auch Optimisten wie der deutsche Kommissar Günter Verheugen ("Ohne die Erweiterung wäre alles viel schlechter") konnten nicht verhindern, dass auch zwei Jahre danach beim Thema Osterweiterung noch vor allem an Kriminalität, unerwünschte Einwanderung und Lohndumping gedacht wird. Aus den Reihen der europäischen Christdemokraten kommen Forderungen, die EU müsse der Erweiterung endlich Grenzen setzen. Ihrem europäischen Pendant entsprechend, äußerten Spitzenpolitiker der deutschen Unionspartei nach dem gescheiterten Verfassungsreferendum in Frankreich ihr Unbehagen über den Erweiterungsprozess. Die damalige CDU-Kanzlerkandidatin Angela Merkel warnte vor einer "Überdehnung" Europas. Inwieweit soll diesen kritischen Stimmen Gehör geschenkt werden? Nähern wir uns wirklich einem desolaten Zustand, wenn die Erweiterungspolitik nicht spätestens jetzt ein Ende findet oder haben wir uns womöglich mit dieser letzten EU-Erweiterung schon in eine aussichtslose Lage gebracht? In dieser Arbeit werde ich auf Probleme der EU-Osterweiterung eingehen und klären, wie es überhaupt zu selbiger kam und welche Bedingungen im Vorfeld erfüllt werden mussten. Zunächst wird dargestellt, welche wesentlichen Schritte nötig waren, damit zehn mittel- und osteuropäische Staaten Mitglieder der Union werden konnten.
