The League of Nations, among other actors, stepped in to help reconstruct the economy, but a decade later Austria’s largest bank, Credit-Anstalt, collapsed. Historians have correlated these events with the banking and currency crisis that destabilized interwar Europe—a narrative that relies on the claim that Austria and the global monetary system were the victims of financial interlopers. In this corrective history, Nathan Marcus deemphasizes the destructive role of external players in Austria’s reconstruction and points to the greater impact of domestic malfeasance and predatory speculation on the nation’s financial and political decline. Consulting sources ranging from diplomatic dossiers to bank statements and financial analyses, Marcus shows how the League of Nations’ efforts to curb Austrian hyperinflation in 1922 were politically constrained. The League left Austria in 1926 but foreign interests intervened in 1931 to contain the fallout from the Credit-Anstalt collapse. Not until later, when problems in the German and British economies became acute, did Austrians and speculators exploit the country’s currency and compromise its value. Although some statesmen and historians have pinned Austria’s—and the world’s—economic implosion on financial colonialism, Marcus’s research offers a more accurate appraisal of early multilateral financial supervision and intervention. Focusing primarily on economic aspects is not sufficient, however, the author argues; the financial burden of recovery was only one of several major causes of reaction against the republic. Drawing on material from major German cities, he is able to trace the emergence of strong local activism and of comprehensive and functional policies of recovery on the municipal level which enjoyed broad political backing. Ironically, these same programs that created consensus also contained the potential for destabilization: they unleashed intense debate over the needs of the consumersand the purpose and extent of public spending, and with that of government intervention more generally, which accelerated the fragmentation of bourgeois politics, leading to the final destruction of the Weimar Republic.

The bibliography, updated to February 1987, includes some English-language titles not in the original German edition, and is a list of tremendous value. Frequent references to individual entries (as well as to some works not found there) tie the bibliography to the historiographical essay, which is characterized by fair and judicious appraisal of interpretations of the period, even when Kolb clearly disagrees. There is a chapter on the revolution of 1918 and its aftermath in the first section, and one on art and mass culture in the second; each section of the survey also has one chapter focusing on foreign policy, and one on domestic developments.

Book excerpt: Robert Moeller investigates the German peasantry's rejection of the Weimar Republic in the 1920s and provides a new interpretation of Catholic peasant conservatism in western Germany. According to Moeller, rural support for conservative political solutions to the troubled Weimar Republic was the result of a series of severe economic jolts that began in 1914 and continued unabated until 1933. During the late nineteenth century, peasant farmers in the Rhineland and Wesphalia adjusted their production to a capitalist market and enjoyed an unprecedented period of prosperity that lasted until the outbreak of World War I. After August 1914 peasant producers confronted state intervention in the agricultural sector, regulation of prices and markets, and the subordination of agrarian interests to the demands of urban consumers. A controlled economy for many agricultural products continued into the postwar period. Focusing on the Catholic peasantry, Moeller shows that peasant rejection of the Weimar Republic was firmly grounded in the immediate circumstances of the war economy and the uneven process of postwar recovery. He challenges the dominant view that rural support for conservative political solutions was primarily the product of the peasantry's hostility toward industrial capitalism and of long-term social and political affinities dating from the nineteenth century. Moeller's findings show that conservative agrarian ideology was carefully formulated in response to the specific peasant grievances that originated in this period of continuing economic and political crisis.
