Dazu, dass sich politische Philosophie in der pragmatischen Wirklichkeit niederschlagen kann, liefert das Europäische Parlament ein eindrucksvolles Beispiel. Denn die philosophische Frage, welcher Zugang zum Begriff eines Demos bemüht wird, schlägt sich in seiner praktischen Ausgestaltung direkt nieder. Die Dramatik, dass gerade diese unklar verfasste Institution die Voraussetzungen für ihre eigene Katharsis setzen könnte, ist es, die Gegenstand dieser Seminararbeit sein soll. Kann das Europäische Parlament den Demos, welchen es repräsentieren soll, antizipieren? In welchem Bezug stehen harte Realität und Theorie, Parlament und europäischer Demos zueinander, wie bedingen sie sich? Ob und inwiefern ein europäischer Demos möglich ist und welche Rolle dem Europäischen Parlament bei seiner etwaigen Genese zufällt, dies gilt es zu untersuchen. Hierzu soll zunächst ein Überblick über die Verfasstheit des EP bemüht sein, woraufhin dann eine theoretische Einordnung erfolgt. Die Implikationen für die Legitimation europäischen Regierens besonders aus föderalistischer Perspektive werden danach untersucht. Auch die verschiedenen ideengeschichtlichen Zugänge zu dem Begriff des Demos sollen Behandlung finden, auf dass weiterhin der Frage nach Existenz und Repräsentation eines etwaigen europäischen Demos nachgegangen werden kann. Die übergeordnete Frage nach den Möglichkeiten des EP zur Forcierung eines Demos soll dann abschließend Beantwortung finden können.

Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

Both the more general theoretical treatment of the theme and the concrete historiographical treatment are, I think, indispensable aids to the proper understanding of the development of historical scholarship in nineteenth-and twentieth-century England. There are a number of problems in a concrete historiographical approach: there is first the mass of historians to be faced, and then the immense amount of historical themes dealt with in various periods. As a guideline through the tangle of themes we chose the historiography on the development of the English parliament. We can only hope that we have made a responsible choice of the historians concerned. Un fortunately it was not always possible for us to give extensive biogra phies of some of the more recent historians, as several 'papers' are still firmly in the possession of families, and a number of them mus- despite of years - still be labelled 'confidential.' The Pollard Papers in the London Institute of Historical Research thus remained inaccessible. Fortunately the lack was partly compen sated by some important material being found apart from these Papers.
