The goals of the work are descriptive, analytical, and comparative, with a focus on the structure of the left periphery and left peripheral phenomena. The book includes detailed examination of the morpho?syntax of wh?questions, successive cyclicity, subject marking, relative clauses, topic/focus articulation, and complementizer agreement. Novel data from Wolof is used to evaluate and extend theoretical proposals concerning the structure of the Complementizer Phrase (CP) and Tense Phrase (TP). It is argued that Wolof provides evidence for the promotion analysis of relative clauses, an exploded CP and TP, and for analyses that treat relative clauses as composed of a determiner with a CP complement. It is further argued that Wolof has a set of silent wh?expressions and these are compared to superficially similar constructions in colloquial German, Bavarian, Dutch, and Norwegian. The book also presents a comparison of complementizer agreement across a number of related and unrelated languages. Data from Indo?European (Germanic varieties, French, Irish), Niger?Congo (Atlantic, Bantu, Gur), and Semitic (Arabic) languages put the Wolof phenomena in a larger typological context by showing the range of variation in complementizer agreement systems."

Book excerpt: The linguistically innovative aspect of Francophone African literature has been recognized and studied from a variety of angles over recent decades, yet little attention has been paid to what happens to such literature when it is translated into another language. Taking as its corpus all sub-Saharan Francophone African texts that have ever been published in English, this book explores the ways in which translators approach innovative features such as African-language borrowings, neologisms and other deliberate manipulations of French, depictions of sociolinguistic variation, and a variety of types of wordplay. The implications of their translation decisions are drawn out with reference to the broader significances that are often accorded to postcolonial literature, and earlier critics' calls for a decolonized translation practice are explored from both a practical and theoretical angle. These findings are used to push towards a detailed investigation of the postcolonial turn in translation studies, drawing on the work of key postcolonial theorists such has Homi K. Bhabha and Gayatri Spivak. This is a timely and incisive critical assessment of contemporary discourses on the ethics and politics of translation.

Schaffer challenges the assumption often made by American scholars that democracy has been achieved in foreign countries when criteria such as free elections are met. Elections, he argues, often have cultural underpinnings that are invisible to outsiders. To examine grassroots understandings of democratic institutions and political concepts, Schaffer conducted fieldwork in Senegal, a mostly Islamic and agrarian country with a long history of electoral politics. Schaffer discovered that ideas of "demokaraasi" held by Wolof-speakers often reflect concerns about collective security. Many Senegalese see voting as less a matter of choosing leaders than of reinforcing community ties that may be called upon in times of crisis.By looking carefully at language, Schaffer demonstrates that institutional arrangements do not necessarily carry the same meaning in different cultural contexts. Democracy in Translation asks how social scientists should investigate the functioning of democratic institutions in cultures dissimilar from their own, and raises larger issues about the nature of democracy, the universality of democratic ideals, and the practice of cross-cultural research.

The opening chapter considers current generalizations about the nature and classification of adjectives and sets out the cross-linguistic parameters of their variation. Thirteen chapters then explore adjective classes in languages from North, Central and South America, Europe, Africa, Asia, and the Pacific. Studies of well-known languages such as Russian, Japanese, Korean and Lao are juxtaposed with the languages of small hunter-gatherer and slash-and-burn agriculturalist groups. All are based on fine-grained field research. The nature and typology of adjective classes are then reconsidered in the conclusion. This pioneering work shows, among other things, that the grammatical properties of the adjective class may be similar to nouns or verbs or both or neither; that some languages have two kinds of adjectives, one hard to distinguish from nouns and the other from verbs; that the adjective class can sometimes be large and open, and in other cases small and closed. The book will interest scholars and advanced students of language typology and of the syntax and semantics of adjectives. Each book in this series focuses on an aspect of language that is of current theoretical interest and for which there has not previously or recently been any full-scale cross-linguistic study. Book excerpt: Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

Book excerpt: The present volume represents a selection of papers presented at the International Symposium on Ideophones held in January 1999 in St. Augustin, Germany. They center around the following hypotheses: Ideophones are universal; and constitute a grammatical category in all languages of the world; ideophones and similar words have a special dramaturgic function that differs from all other word classes: they simulate an event, an emotion, a perception through language. In addition to this unique function, a good number of formal parallels can be observed. The languages dealt with here display strikingly similar patterns of derivational processes involving ideophones. An equally widespread common feature is the introduction of ideophones via a verbum dicendi or complementizer. Another observation concerns the sound-symbolic behavior of ideophones. Thus the word formation of ideophones differs from other words in their tendency for iconicity and sound-symbolism. Finally it is made clear that ideophones are part of spoken language — the language register, where gestures are used — rather than written language.

Book excerpt: Since creole languages draw their properties from both their substrate and superstrate sources, the typological classification of creoles has long been a major issue for creolists, typologists, and linguists in general. Several contradictory proposals have been put forward in the literature. For example, creole languages typologically pair with their superstrate languages (Chaudenson 2003), with their substrate languages (Lefebvre 1998), or even, creole languages are alike (Bickerton 1984) such that they constitute a definable typological class (McWhorter 1998). This book contains 25 chapters bearing on detailed comparisons of some 30 creoles and their substrate languages. As the substrate languages of these creoles are typologically different, the detailed investigation of substrate features in the creoles leads to a particular answer to the question of how creoles should be classified typologically. The bulk of the data show that creoles reproduce the typological features of their substrate languages. This argues that creoles cannot be claimed to constitute a definable typological class."
