Book excerpt: Publius Cornelius Tacitus (56 AD - 117 AD) was a senator and a historian of the Roman Empire. The surviving fragments of his two major works-the Annals and the Histories-chronicle the reigns of the Roman Emperors Tiberius, Claudius, and Nero. Besides being a historian, Tacitus had a successful political career, becoming senator, consul, and even governor of the Roman province of Asia. From his writings we can discern that he was unhappy with the status quo, lamenting the previous century's diminution of aristocracy's role since the power had been usurped by the prince- 'emperor.' Tacitus followed the Greco-Roman historians whose purpose -besides the recording of historical facts- was to teach rhetoric, and with it morals and ethics for the generations to come.

The surviving portions of his two major works - the Annals and the Histories - examine the reigns of the Roman Emperors Tiberius, Claudius, Nero and those that reigned in the Year of the Four Emperors. These two works span the history of the Roman Empire from the death of Augustus in 14 AD to the death of emperor Domitian in 96 AD. There are significant lacunae in the surviving texts. Other works by Tacitus discuss oratory (Dialogus de Oratoribus), Germania (De Origine et Situ Germanorum), and biographical notes about his father-in-law Agricola, primarily during his campaign in Britannia (De Vita et Moribus Lulii Agricolae). Tacitus' historiographical style in his major works is annalistic. An author writing in the latter part of the Silver Age of Latin literature, his work is distinguished by a boldness and sharpness of wit, and a compact and sometimes unconventional use of Latin.

There are already some excellent manuals on the subject: but I say it without the least invidious design, and in accordance with most teachers of elocution with whom I have conversed, that they are found inadequate to the purpose of instruction and copious illustration. Many of these are almost entirely taken up with the dissection of the subject by minute technical details and numerous rules or, in the absence of all system and theory, they are a jumbled collection of illustrations, in which leanness and barrenness are very conspicuous. The chief fault to be found with such books of elocution as I have met, is, that Whereas the English language abounds with such a vast amount of the most fervid eloquence; with so many specimens of language wrought out with a concentration of thought and rhetorical power, that must strike fire from the coldest heart; with such high-wrought descriptions, and dra matic, passionate and powerful exhibitions of feeling these books of oratory seem to have stumbled on very little of all these and show up, for the most part, but a beggarly account of tame and dry pieces, with here and there a gem of pure water. In this thought-provoking book Gary Remer traces arguments for religious toleration back to the Renaissance, demonstrating how humanist thinkers initiated an intellectual tradition that has persisted even to our present day. Although toleration has long been recognized as an important theme in Renaissance humanist thinking, many scholars have mistakenly portrayed the humanists as proto-Englightenment rationalists and nascent liberals. Remer, however, offers the surprising conclusion that humanist thinking on toleration was actually founded on the classical tradition of rhetoric. It was the rhetorician's commitment to decorum, the ability to argue both sides of an issue, and the search for an acceptable epistemological standard in probability and consensus that grounded humanist arguments for toleration. Remer also finds that the primary humanist model for a full-fledged theory of toleration was the Ciceronian rhetorical category of sermo (conversation). The historical scope of this book is wide-ranging. Remer begins by focusing on the works of four humanists: Desiderius Erasmus, Jacobus Acontius, William Chillingworth, and Jean Bodin. Then he considers the challenge posed to the humanist defense of toleration by Thomas Hobbes and Pierre Bayle. Finally, he shows how humanist ideas have continued to influence arguments for toleration even after the passing of humanism&—from John Locke to contemporary American discussions of freedom of speech.
