When the operational research people revealed that what we were teaching was faulty, he came to realize that the Air Force system for developing doctrine was flawed. The problem continued to interest him and later, after he was commissioned and serving on the faculty of the Industrial College of the Armed Forces, he wrote his book Ideas and Weapons using the experience of the air arm to expound the need for a more systematic procedure for developing doctrine. Because the doctrinal materials gathered on World War II were still highly classified, he reverted to World War I to put across his thesis without violating security. The author's real concern was to contribute to the soon to be established US Air Force in the search for a more effective means of formulating doctrine. The essays that follow reflect how his ideas developed over the 30-odd years of my Air Force career. Inevitably there are some overlaps and repetitions given the origin of these essays as articles and lectures spread over many years. The main themes are evident. He repeatedly made the case for the importance of doctrine and the need to perfect the technological advances in equipment. He was concerned to see that doctrine was continually perfected in peacetime and not just in wartime when the pressure of enemy performance provides a powerful incentive to do this. Another theme repeatedly stated was the need for officers suitably educated to see the importance of doctrine and realize that doctrine is literally “everybody's business” and not just the concern of a handful of individuals assigned to the formal task of compiling doctrinal manuals. These people are important, but they cannot perform effectively if officers throughout the service fail to write after-action reports summarizing their valuable experiences, not just in air operations but in all aspects of the air arm activities, procurement, personnel administration, logistics, and legislative liaison. One can easily make the case that improving the ability of the Air Force to cope with Congress is just as important as suggesting the best possible doctrine for aerial combat. One can't just assume that every newly promoted flag officer will instinctively understand the best way of testifying on Capitol Hill. Much of the doctrinal problem within the Air Force stems from the professional education of officers. Unless they are rigorously educated to undertake the objective analysis of recorded historical experience, all the most carefully edited doctrinal manuals will avail little. One of the author's insistent themes is the need to make doctrinal manuals not only more readable but more memorable. To this end several of the following essays are addressed to those who are assigned as doctrinal writers.

Herskovits Award A detailed ethnographic and historical study of the implications of fast-track land reform in Zimbabwe from the perspective of those involvedin land occupations around Lake Mutirikwi, from the colonial period to the present day. The Mutirikwi river was dammed in the early 1960s to make Zimbabwe's second largest lake. This was a key moment in the Europeanisation of Mutirikwi's landscapes, which had begun with colonial land appropriations in the 1890s. ButAfrican landscapes were not obliterated by the dam. They remained active and affective. At independence in 1980, local clans reasserted ancestral land claims in a wave of squatting around Lake Mutirikwi. They were soon evicted asthe new government asserted control over the remaking of Mutirikwi's landscapes. Amid fast-track land reform in the 2000s, the same people returned again to reclaim the land. Many returned to the graves and ruins of past lives forged in the very substance of the soil, and even incoming war veterans and new farmers appealed to autochthonous knowledge to make safe their resettlements. This book explores those reoccupations and the complex contests overlandscape, water and belonging they provoked. The 2000s may have heralded a long-delayed re-Africanisation of Lake Mutirikwi, but just as African presence had survived the dam, so white presence remains active and affective through Rhodesian-era discourses, place-names and the materialities of ruined farms, contour ridging and old irrigation schemes. Through lenses focused on the political materialities of water and land, this book reveals how the remaking of Mutirikwi's landscapes has always been deeply entangled with changing strategies of colonial and postcolonial statecraft. It highlights how the traces of different pasts intertwine in contemporary politics through the active, enduring yet emergent, forms and substances of landscape. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London.
