Available in PDF, EPUB and Kindle. Book excerpt: I examine decentralization through the lens of the local dynamics it unleashed in the much-noted case of Bolivia and the less-noted case of Bangladesh. I argue that the national effects of decentralization are largely the sum of its local-level effects. Hence to understand decentralization we must first understand how local government works. This implies analysing not only decentralization, but also democracy, from the bottom up. Beginning with Bolivia, I explore the deep economic and institutional determinants of government quality in two extremes of municipal performance. From this I derive a model of local government responsiveness as the product of political openness and substantive competition. The quality of politics, in turn, emerges endogenously as a joint product of the lobbying and political engagement of local firms/interests, and the organizational density and ability of civil society. The model explains the micro-foundations of good vs. bad local government performance, and hence of Bolivia's overall decentralization success. I then test these ideas using qualitative data from Bangladesh. The evidence shows that civic organizations worked with NGOs and local governments to effect transformative change from the grass-roots upwards - not just to public budgets and outputs, but to the underlying behaviours and ideas that underpin social development. In the aggregate, these effects were powerful. Key development indicators show Bangladesh leap-frogging past much wealthier India between 1990 and 2015. The combination of tests shows that the model generalizes to very different institutional, cultural, and economic contexts.

Book excerpt: In contemporary world, Local Government Institutions are considered, by global intelligentsia and leaders, as a key to development, minority rights and strengthening of democracy. The efforts to chalk out a Global Charter for Local Self Government and the enforced European Charter of Local Self Government of 1985 are the glaring examples of global commitment to transfer the state authority to LGIs. Bangladesh, has the experience of LGIs since centuries but in a very raw form. Since independence, a number of efforts have been made to decentralize the central government's authority, but all efforts have been limited to the tier-structures rather than strengthening the LGIs. This research has tried to find out the link between Fiscal Decentralization and Local Economic Development by conducting some case studies about the LGIs in Bangladesh. Primary as well as Secondary data has been collected and analyzed and a positive relationship has been found between Fiscal Decentralization and Local Economic Development. Finally, the paper has given some suggestions on how effective decentralization process can be implemented in Bangladesh.

Download or read book Development, Decentralization and Democracy written by Robert Thörlind and published by Nordic Institute of Asian Studies. This book was released on 2000 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the controversy in political science surrounding the civil society/social capital paradigm, by studying the performance of decentralized governments in West Bengal and Bangladesh. Gram panchayats and NGOs provide the focus of the study. The study intends to determine whether a growth in social capital can explain why decentralized governments seem to be more effective in West Bengal, though both areas decentralized their governments around the same time. The two regions have shared for centuries a common history, civic culture, ethnic identity and language, though religion led to the separation of the regions.

Download or read book Decentralisation and Development written by A K M Abul Kalam and published by LAP Lambert Academic Publishing. This book was released on 2012-05 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book originates from the author's PhD research on the topic, "The Impact of Decentralisation on Development, with Special Reference to the Experience of Bangladesh Since 1982." The research observes that many developing countries have suffered in the past from their policy of over-centralisation in development. In recent time, many countries have attempted to reverse this trend through policy of decentralisation to overcome institutional weaknesses, enable development to be administered at the local level, and bring greater popular participation in local and rural development. Democratic structures have been prescribed as means of accountability. Over centralisation was a key feature of administration before independence of Bangladesh, and this continued for years after the independence in 1971. A major change in local and rural development came through the decentralisation policy of 1982 to increase authority of a vital local government unit, the "Upazila Administration" for ensuring delivery of basic needs services to people. But without parallel reforms in other levels of local government, decentralisation has not been altogether effective.
Book Synopsis Fiscal Decentralization of Local Government Bangladesh by : Mohammad Elius Hossain
Download or read book Fiscal Decentralization of Local Government Bangladesh written by Mohammad Elius Hossain and published by LAP Lambert Academic Publishing. This book was released on 2012-08 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: Decentralization of local government has become the lead issue in the developing countries like Bangladesh in very recent time. Two goals of many developing countries are the mobilization of resources through the public sector and the decentralization of government activities. These objectives have led government planners to look toward local governments as a source of administration and fiscal strength that is underrecognized and underutilized. This study mainly focuses on two aspects; from macro point of view, it discusses about the present fiscal structure of local government in Bangladesh and in micro level, it attempts to bring out attention to the strong Union Parishad through effective financial management.
Book Synopsis The Political Economy of Democratic Decentralization by : James Manor
Download or read book The Political Economy of Democratic Decentralization written by James Manor and published by World Bank Publications. This book was released on 1999 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Book Synopsis Strengthening Local Governance in Bangladesh by : Shuvra Chowdhury
Download or read book Strengthening Local Governance in Bangladesh written by Shuvra Chowdhury and published by Springer. This book was released on 2018-02-23 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.
